You get the O-A abroad only in your home country, not a nearby country to Thailand. This is called the retirement visa.

Alternatively, you can start in Thailand with retirement extensions, coming here with a 30 day stamp, tourist visa, or O visa. If you come without an O, you can get the O in Thailand if you qualify for a retirement extension.

There are pros and cons to either method but in the short or long run, either way, you end up in the same boat, having to get annual extensions.

Is there a list somewhere online of the countries which have a Thai Embassy/Consulate that issues O-A visas? I know not every country offers one, but not sure how extensive the list is.

This leads to Thailand Missions Abroad so you can find details and web sites. Do not believe there is an specific OA visa listing.
