More quickie answer: Yes.

I did it once, WP, extented permission to stay, was enough. Forgot if they wanted an address confirmation by the embassy, I think so but not sure anymore.

You do not have to have a WP to register a car

The WP is used as confirmation of address.

Agree that WP is not needed to register a motor vehicle. To register the new motorcycle I bought, I only needed to go to Immigration and verify my address, then give that verification to the dealer, who got me my plates and green registr. book. No WP.

A Non-Immigrant visa is necessary to get a license ( Any category ). A Tourist Visa won't do

I think they are on about owning a car in your own name not getting a driving licence. I think you can own a car in your own name with a tourist visa, but as the Dr stated you need a Non-immigrant for the driving licence

Does one need a license to register a request for a pardon?

To licence a pardon I think you need a non-imigrent visa, but I belive you can own a pardon with just a tourist visa, this is just for thailand and I am speaking just for myself, oh and I might be wrong
