Deputy Commerce Minister affirms he ready to reveal his education credentials

Deputy Minister of Commerce Songkhram Kitlerdpairoj has welcomed a probe into his educational credentials as he is confident in his confirmatory evidence.

Deputy Minister of Commerce Songkhram Kitlerdpairoj responded to Taikorn Polsuwan's call for a revision of his educational credentials by the Ministry of Education.

Mr. Taikorn has asked that the Education Ministry review whether or not Songkhram graduated from secondary school.

The Deputy Minister said that he welcomes the review as he has solid evidence of his graduation from the Non-Formal Education program at the secondary level as well evidence of two bachelor's degrees and two master's level degrees.

House session collapses for a second consecutive day

The House was forced to adjourn on Thursday, a second consecutive day, due to a lack of quorum.

The Wednesday's agenda was the deliberation of amendments to the anti-money laundering law. But it was cut short before casting votes following the check for quorum.

The session reconvened this morning at 11.00 am and only 188 of 470 MPs were present. This prompted House Speaker Chai Chidchob to postpone the vote to the afternoon.

At 12.35 pm, Chai again tried to call the meeting but found 205 MPs were present.

Following a brief break, a roll call was conducted and 218 MPs were at the chambers although 375 had signed their names reporting to work.

PM asks that MPs cooperate in attending Parliament meetings

The Prime Minister revealed today through his office's minister his request for all MPs to attend Parliament so that his ministers may be briefed on their issues.

Minister attached to the Prime Minister's Office Sukumpong Ngonkum denied speculation that former executives of the Thai Rak Thai party had a hand in selecting the new Cabinet.

His comments came in response to a statement made by People Power Party Spokesman Kuthep Saikrajang. *the PPP needs a second PPP Spokesman...to refute what their PPP Spokesman says*

Sukumpong said that the remark was only Kuthep's personal opinion which will come under review during today's party gathering.

In response to conflicts within the PPP the Prime Minister has asked that the party meet every Tuesday and has assigned groups to air their issues to individual ministers. The PM's measures are an attempt to deter any tensions that would cause PPP MPs to be absent from Parliament meetings.

The premier has instructed all PPP MPs to no longer miss House gatherings and has also urged all MPs of the House of Representatives to attend meetings and not have a repeat of the recent canceled meetings.

Corruption Watch Group Files Attempted Bribery Charge against PM

The Secretary-General of the People’s Network against Corruption has filed an attempted bribery charge against PM Somchai Wongsawat.

Secretary-General of the People’s Network against Corruption Veera Somkwamkid has filed charges with the Crime Suppression Police this morning.

Veera alleges that PM Somchai Wongsawat, as former Justice Ministry Permanent-Secretary, had attempted to lobby a Constitution Court judge for a vote in favor of his brother-in-law, Thaksin Shinawatra.

In 2001, then-Prime Minister Thaksin Shinawatra faced what has been dubbed as "Asset Concealment Episode 1." He was accused of failing to declare a significant part of his assets which was held by his household servants.

The former premier was later acquitted by a narrow margin. The judges ruled that Thaksin made an "honest mistake" in not declaring the said assets.

In another development, Privy Council President General Prem Tinsulanonda admitted to reporters that PM Somchai has requested to meet with him. General Prem denies that he’ll be spearheading any reconciliation efforts initiated by the government. He added that he believes Thailand will be able to survive the current political crisis.

When asked if he’s confident PM Somchai will be able to lead Thailand out of the crisis, General Prem declined to give a definite answer. The Privy Council president merely said, as a Thai, PM Somchai must do his best for his country.

I am not sure about this,but did I hear on tv that Somchai is alleged to have approached a Judge in a trial involving Thaksin for a good verdict involving Thaksin, in a case that Thaksin won narrowly.

I think I heard the Judge is ready to spill the beans.

There was a case against Prasong regarding articles he wrote about 2001 Constituion Court acquital fo Thaksin. In that trial one of the defence witnesses, a judge himself, testified that he heard from one of the justices on the case told him that Yaowapa approached him with offer of ambassador post for his son in exchange for non-guilty verdict. That judge never testified himself, I believe, but sworn testimony of his colleague is still there.

Most coalition parties give nods to political revolution

Minister of Agriculture and Cooperatives Somsak Prisananuntakul indicates that most parties in the coalition have agreed with an adaptation of political revolution.

Somsak says the method of political revolution should be settled with the political approaches, constituted in 1995 by Chart Thai Party Leader Banharn Silpa-Archa.

The approaches were the amendment of Article 291 in the Constitution B.E. 2534 and the establishment of constitution drafting house. Both strategies at that time required public participation without political members.

In 1995, the House brought up each draft of the Charter B.E 2534 into deliberation along with the implementation of referendum, and eventually, the move made new Constitution B.E 2540 possible.

Somsak suggests that new political tactics will help alleviate the country’s crisis, adding that an amendment of charter without public participation will never help get the country’s problems solved.

Somchai may face bribery probe

Veera Somkwamkid, Chairman of the People Network against Corruption, on Tuesday said he would file a complaint with Crime Suppression Police against Prime Minister Somchai Wongsawat for allegedly trying to bribe Constitution Court judges in the assets concealment case against former prime minister Thaksin Shinawatra.

Somchai was then Justice Minsitry Permanent Secretary when Thaksin stood trial in 2001 defending himself against charges that he concealed his wealth.

The National Counter Corruption Commission ruled 8-1 in December 2000 that Thaksin was guilty of deliberately hiding assets in his asset declarations in 1997 and 1998.

The Constitutional Court acquitted Thaksin in August 2001. The judges ruled 8-7 rejecting an indictment against Thaksin that accused him of placing millions of dollars worth of his stocks in the names of his family members and servants in an attempt to mislead regulators and to avoid paying taxes.

Thaksin admitted making the share transfers to his maid, chauffeur, and others but said he did it because of an 'honest mistake'. The decision allowed Thaksin to continue to lead the country.

1st Cabinet Meeting Approves Setting up Charter Drafting Committee

The prime minister chaired his first Cabinet meeting at Don Muang airport this morning. He still declined to announce the exact schedule for his meeting with the Privy Council President.

Meanwhile, today's Cabinet meeting approved amending article 291 of the Constitution to pave the way for the establishment of a constitution drafting committee to make changes to the 2007 charter.

After today's Cabinet meeting, PM's Office Minister Sukhumpong Ngonkam held a press conference to announce the results from the meeting since a government spokesperson team has not yet been set up. *where's Natthawut?*

He said the meeting decided to include Cabinet's approval for the amendment of article 291 of the Constitution into the policy declaration before Parliament on October 7 to 8. The amendment will pave the way for the establishment of a constitution drafting committee, comprised of politically-neutral individuals to propose changes to the 2007 charter.

The time-frame of the amendment will be left to the discretion of Parliament.

Before chairing his first Cabinet meeting, Prime Minister and Defense Minister Somchai Wongsawat paid homage to holy shrines at Don Muang airport, which is being used as a temporary Government House.

Before the meeting, Somchai told media representatives that the draft of the state policies set to be announced before the House of Representatives and the measures to deal with the United States' financial crisis would be discussed at the meeting.

The prime minister said the US financial crisis will have only a slight impact on Thailand's economy and it will not dampen domestic investment but that measures to deal with the matter are still necessary.

The PM declined to disclose the exact date of his meeting with Privy Council President General Prem Tinsulanonda. He said the schedule for the government's delivery of its public policies before the House of Representatives rests with the speaker.

Meanwhile, Interior Minister, Police General Kowit Wattana insisted assignments will be given to his deputies fairly and appropriately, saying his two deputies will oversee four agencies each. He said the reshuffle list of provincial governors is still in progress.

Deputy Interior Minister Preechar Rengsomboonsuk insisted he has no problem with the duties he is assigned, adding he is ready to take responsibly in any job he is assigned.

Deputy Commerce Minister Songkram Kitlertpairoj said he is ready to face the investigation of his educational background and reiterated that his education is certified.

At the same time, retiring Permanent-Secretary of the Prime Minister's Office Julayuth Hirunyawaisit, expressed regret for missing the chance to bid farewell at Government House and pay homage at its Brahman shrine.

However, Julayuth insisted that all documents have already been removed from the office, including the documents related to the royal funeral of Her Royal Highness Princess Galyani Vadhana.

I really wonder what is hidden in this package, a promise and then.... oopppss.. they complicated juristic wording will be chosen in such terms that it will be highly disputable and give "them a free shot"!

Besides there might be, just besides some other "minor changes" done which will ultimately be the salvation of the grand master!

His comeback and Rehabilitation of the whole lot, is what this Cabinet is set up for - NONE ELSE - ahh well and to quickly seal the MEGA-Projects worth billions...trillions?!

Cabinet meets without spokesperson

It is sad that we may not have a second woman taking over as Government Spokesman.

Last week, former Deputy Government Spokesman Nahathai Thewphaingarm was named as the favourite contender for the job and was approached by former House Speaker Yongyuth Tiyapairat. He played a crucial role in setting up Somchai Wongsawat's government.

Even though Nahathai was not that keen, she found it hard to turn down the offer.

She showed up at the Cabinet's first meeting last Friday in Don Mueang, the temporary government office, even though she reportedly did not want to be there because she had not yet been officially appointed. But a poo yai had told her to be there.

She did not actually sit in on the Cabinet meeting, but met other Deputy Spokesmen and greeted government reporters.

Paths leading to the job seemed to be strewn with roses for her. Even Somchai hinted that his spokesman had a "beautiful" face. But then all her chances were shot down when former Deputy Government Spokesman Natthawut Saikua told the First Lady, Yaowapa, that he wanted the job for himself.

Nahathai backed off immediately, saying she did not want a post in the government, but was willing to help in any other way.

The Cabinet met yesterday without a government spokesman, because Somchai has not been able to end the rift between his wife and Yongyuth, one of the most powerful people in the People Power Party.

Somchai accused of attempted bribery

Anti-corruption campaigner Veera Somkwamkid filed a complaint with the Crime Suppression Division (CSD) yesterday, accusing PM Somchai Wongsawat of attempting to bribe a judge on the panel which heard the asset concealment case against Thaksin Shinawatra in 2001. His laid his complaint under article 167 of the Criminal Code. Mr Veera alleged both Somchai and his wife Yaowapa, a younger sister of Thaksin, had tried to bribe a judge on the Constitution Court bench to rule in favour of Thaksin, who was then PM. The couple had then taken the judge to see Thaksin, according to Mr Veera. Mr Veera backed his allegation with a copy of a report in the Thai Post newspaper on Oct 14, 2003, that alleged Thaksin promised to promote the judge's son, a Foreign Ministry civil servant. Mr Veera said he filed the complaint at this time because he wanted the public to know that Somchai was not qualified to lead the country. The PM also faces a complaint from Senator Ruangkrai Leekijwattana, asking the EC to review his qualifications. EC Secretary-General Suthiphon Thaveechaiyagarn said the commission will decide whether to investigate the case after its legal team has gathered the relevant information.

New Minister of Public Health Police Captain Chalerm Yoobamrung, pledgeded to let Ministry of Public Health's officials to work freely, affirming he was a ruffian with sportsmanship.

New Minister of Public Health Police Captain Chalerm Yoobamrung and his Deputy, Wichan Meenchainant, on Monday took charge at the Ministry of Public Health for the first day.

Police Captain Chalerm expressed no concerns over criticism that he was inappropriate to take up the job.

The Public Health Minister, together with his Deputy, were warmly welcomed at the Ministry's compounds by supporters from his constituency Bang-Bon area in Thonburi, together with the Ministry officials.

He pledged to the officials at the welcoming ceremony that he would represent them to convey their message seeking supporting budget from the Cabinet.

He also promised to allow medical personnel to do their jobs freely, expressing worry free over criticism that he was inappropriate to take up the job overseeing doctors as he was a ruffian.

He admitted that he was a ruffian being sportsmanship. He believed that based on his competency and flexibility would result in his working with doctors in the Ministry for long time.

No surprise on the consty ammendment Yuth "dooyen" announced this would happen when he set up the new government. The tactics will change though it will be renamed politcal reform or some such but as Yuth said it is all about freeing those who have been treated unfairly. Of course he probably forgets his little machine gun PR stunt that but for a well riddled but not penetrated refrigerator would have led to a premature death for a couple of OAPs. Then again when talking of justice I guess he is the same as his supreme master who means justice for me but not the thousands killed because of a government policy while he was PM.

Ho hum no surprises. nothing new to see. move along.

PM to solve the South problem after policy declaration

Prime Minister Somchai Wongsawat spoke before the recording of the program regarding the celebration of Eidl Fitr at the National Broadcasting Services of Thailand (NBT). He said the program showed good will toward Thai Muslims.

Meanwhile, the Premier spoke about tension in the three Southern provinces and expressed interest about the issue.

Initially, the Premier had the National Security Council summarize the strategy to resolve the problem and he planed to hold a meeting with the National Security Council officials.

At the moment, Prime Minister Somchai does not essentially touch the issue because he has not yet declared the government policy to the parliament.

However, the Premier viewed the situation being in a better condition than in the past.

For the issue that Lieutenant General Kwanchart Klahan, former Fourth Area commander going to Indonesia to consult with the country’s government regarding the South problem, the Premier queried the General and was told that he only went to meet with experts who fully knew the situation in the areas, not asking them to help resolve the problem.

People Power Party Spokesman Announces Resignation

The ruling People Power Party Spokesman shed tears and revealed conflicts among PPP members during a press conference to announce his resignation.

Caretaker PPP Spokesman Kuthep Saikrajang announced last night that he will not accept any post in the new executive team of the PPP.

He denied comments by some factions that he has destroyed the Party's image by unveiling the in-party fighting.

With former Prime Minister Samak Sundaravej's resignation as the PPP leader, the Party's Board of Executives is automatically dismissed. The Party must hold a general meeting in 60 days to select a new Leader and Board of Executives. Prime Minister Somchai Wongsawat is now the Party's acting Leader.

The Party also faces possible dissolution for the electoral fraud committed by its former executive Yongyuth Tiyapairat. The case is now with the Attorney-General's Office, which has to forwarded it to the Constitution Court.

Kuthep mentioned the Party's achievements while he was in office and said he is ready to clarify all accusations.

In a tearful manner, he revealed that there is a conflict among PPP members that involves the vote for the new Prime Minister.

He mentioned that some MPs are planning to leave for other parties, but affirmed that he would stay with the PPP until the party is dissolved.

PPP members are flocking to join the Puea Thai Party, set up in preparation for the PPP's possible dissolution.

Interesting point here.

If the board has changed since the election, but the party is then dissolved,

WHICH bunch of executives gets the 5 years suspensions.

One might assume it's the ones who WERE on the board at the TIME of the offense.

But this is Thailand, who knows.

Somchai: A reluctant premier with an ambitious better half

Behind every successful man is a woman. For Prime Minister Somchai Wongsawat, in particular, the woman happens to be a very ambitious wife. And there is nothing wrong with that - until he allows her to think and speak for him, that is.

But Yaowapa Wongsawat is no ordinary wife who got married to a senior judge who became the Justice Ministry's top civil servant before being named the country's chief executive. She can rightfully claim to be the only Thai woman with a brother who is a former prime minister and a husband who holds the current premiership.

She is no ordinary housewife, either. Yaowapa heads a powerful North-based faction within the ruling People Power Party (PPP). With her brother Thaksin Shinawatra in self-imposed exile abroad, Yaowapa could arguably assert the right to inherit Thaksin's political legacy.

In the wake of an apparent breakaway move by the "Friends of Newin" group within the PPP, Yaowapa made every possible effort to portray herself as Thaksin's defender to the end.

Somchai would be the first to admit that his political instincts can't match those of his wife. In fact, he wasn't supposed to be in this hot seat anyway, had it not been for the accident caused by Samak Sundaravej's brush with the law.

Somchai's first teacher, Srichan Poompuang, 91 years old this year, minced no words when he told the prime minister during last weekend's encounter in their hometown: "If you are afraid of your wife, you won't last long as prime minister."

The teacher didn't have to say the premier was henpecked. He simply told him: "If you have come to this position because of your wife's influence, you won't be able to hold your own."

Somchai was born in the southern province of Nakhon Si Thammarat, but is married to Yaowapa, former premier Thaksin's younger sister, from the northern province of Chiang Mai.

His teacher had this to say to him: "Somchai, even if you could win the hearts of the southern people, if you are still scared of your wife, you won't be able to survive politically. You may lose the will to fight."

The teacher says he believes Somchai's wife played a crucial role in his attaining the country's highest political position. Somchai may not agree with Thaksin on every issue, but he ended up in his current situation because he simply couldn't resist her wishes.

The teacher then came up with the ultimate golden piece of advice. He told Premier Somchai: "Make sure you know the difference between the interests of the family and those of the country."

For all intents and purposes, Somchai had always been destined to play the role of the "man behind the successful woman", rather than the other way round.

But Somchai must first convince a sceptical public that there is absolutely no truth to the widespread speculation that he owes his present position to an influential faction leader who happens to be his wife and the sister of an even more influential former prime minister.

That, alas, will be an even tougher task than to follow his first teacher's advice.

House Speaker loses temper

House Speaker Chai Chidchob yesterday lost his temper and let slip an expletive while chairing the House session to name panel members in charge of vetting draft amendments to the money-laundering law.

"The nomination should have been made after consulting the prospective candidate, otherwise it is a waste of time with interference from the unwelcome candidacy," Chai said, opting for the rude word, "suek", in place of interference.

He was reprimanding MP Phitsanu Hatthasongkroh for nominating fellow MP Jumpot Boonyai, who declined to sit on the panel. Phitsanu and Jumpot are both from the ruling People Power Party.

Chai appeared to be in a foul mood from the very start of the session, and had to press the buzzer six times for MPs to enter the chamber. Then he made several checks for attendance before declare a quorum of 236 MPs, which allowed him to proceed with the legislative deliberation.

Speaking outside the chamber, Democrat MP Thepthai Senpong said opposition and coalition lawmakers were so shocked by Chai's rudeness that none had remembered to move a motion to strike out the expletive from the House minutes.

Thepthai voiced concerns over the tarnished reputation of the House, saying that Chai had failed as a role model for the 250 students from Chanthaburi sitting in the visitors' gallery.

PM not bothered by claims of PPP 's MP

Prime Minister Somchai Wongsawat appeared unruffled by Kudep Saikrajang's talk of in-fighting, saying that the People Power Party was democratic and that people had the right to different opinions.

PPP MP Kudep yesterday resigned as People Power Party Spokesman, declaring that the core coalition party was being rocked to its core by battles among factions vying for more power.

Meanwhile, Somchai said that as leader of the party he would take Kudep's statements into consideration. "I will look at the facts and the reasons, otherwise how can we reach an understanding? The PPP has 200 MPs not just five or ten people. When many people live together, some problems are possible," he said.

When asked how he would unify his party, Somchai said he was just a caretaker not real Party Leader, but that he would handle matters to the best of his ability, adding it may not be necessary to bring all sides together for a talk.

Meanwhile, Kudeb denied his resignation had anything to do with the fact that he did not get a cabinet post this time around. He said he had assumed the party spokesman's post when the PPP had to deal with the Council for National Security in September 2006. "It has been a heavy burden because the party was fighting against dictatorship. It is not true that I am disappointed for not getting a post. If that was the case, I would have stirred up trouble long before," he said. "I am not sorry that I had to suffer fighting with dictators, but I am hurt that party members are destroying each other as well," Kudeb added.

He said the fact that some PPP MPs threatened to remove him from the post showed the severest form of political sabotage within the party. He also denied having distorted the party resolution that supported former PPP leader Samak Sundaravej as the next PM.

Kudeb refuted allegations that he belonged to the "Gang of Four", saying he was neutral but that he had supported Samak because he was party leader then and he had been fighting against dictatorship.

However, he said he had received a telephone call warning him that if he, as party spokesman, did not announce that PPP had resolved to nominate Somchai Wongsawat as PM, it would suffer House dissolution on September 12 as a consequence.

PPP Nakhon Phanom MP Paijit Sriworakan, who is under the Issan Pattana faction, dismissed Kudep's comments about power struggle saying that factions are normal in a party as large as the PPP.

PPP Nong Bua Lampu MP Chaiya Promma, who belongs to the Friends of Newin, said Somchai had discussed the conflicts with Newin Chidchob on Tuesdays.

After the chat, Newin apparently told the 30 members of his faction to remain united so they had better bargaining power against the Issan Pattana group.

Prem lends advice to Somchai

Prime Minister Somchai Wongsawat on Tuesday met with Privy Council President and Statesman Gen Prem Tinsulanonda at the latter's Si Sao Thewes residence. They reportedly discussed three main issues, including suggestions to the premier on running the country, resolving the restive South, and healing division in Thai society.

Prime Minister Somchai Wongsawat, accompanied by former Prime Minister's Office Minister Choosak Sirinil and Chiang Mai MP Boonsong Teyaphirom, went to the Si Sao Thewes residence of Privy Council President and Statesman Gen Prem Tinsulanonda on Wednesday evening.

Somchai said after the meeting that he met with Gen Prem without discussion on the country’s prevailing problems. :o*see above and below* It’s a mere normal courtesy call as he just assumed office.

Somchai said that he also wanted to receive suggestions from Gen Prem as the former premier was respected Phuyai (senior charismatic person) and a good exemplary for people in the country.

Gen Prem’s charisma has been far and wide during the past decades. Several former prime ministers sought blessings from him when they assumed office.

The Thai former leaders normally heeded Gen Prem’s advice to run the country.

He added that Gen Prem gave several items of good advice to him.

Regarding the meeting between the two leaders, several parties believed it should result in improved situations in the country, Somchai said that it depended on each people’s views.

Somchai said that he met with Gen Prem in his capacity as a politician and former government official.

So, he stressed that he would cling to legal principle and relevant legal process in running the country. Somchai was a former Permanent-Minister in the Ministry of Justice.

The premier promised to help improve general public’s living conditions, adding past governments have paid relatively little attention on the matter.

Somchai reportedly talked with Gen Prem by about 45 minutes. They reportedly discussed three main issues, including the problem of the prevailing division in the Thai society, problems in the restive South, and proposals to amend the Constitution by many factions in society.

Gen Prem suggested Somchai to perform his job to his utmost ability.

Gen Prem also reportedly told the premier to allow legal cases against former prime minister Thaksin Shinawatra to continue with the normal legal process.

The entourage was met at the residence by Gen Prem’s Secretary, Vice-Admiral Pachun Thamprateep Tampratheep.

Only the PM was allowed to meet with the Statesman.

Somchai says Prem gives him good advice

Prime Minister Somchai Wongsawat said Wednesday that Privy Council President Prem Tinsulanonda gave him good advice for the country. Speaking to reporters after paying a visit to Prem at his house, Somchai said Prem expressed his kindness to him.

He said he went to meet Prem simply to pay a respect to him as a senior person but he did not discuss serious matters with him.

Somchai declined to disclose details of his discussion with Prem.

The teacher says he believes Somchai's wife played a crucial role in his attaining the country's highest political position. Somchai may not agree with Thaksin on every issue, but he ended up in his current situation because he simply couldn't resist her wishes.

Well, looks like the "kid" has picked a bad deck of cards already...doesn't look good.

He will soon find himself torn in 2 complete opposing directions, but his wife will push him into the one he is on the job for in the first place, to serve the "masters" needs and fulfill his wishes - remote controlled clone with installed caretaker behind him!
