Compensation approved

The Cabinet yesterday approved a 56-million baht budget to compensate victims of recent political violence.

Deputy Government spokesperson Suparat Nakboonnam said victims to be compensated were those killed or injured in violent incidents on August 29, September 2 and October 7. Most of the casualties took place on October 7, when two people were killed and more than 400 injured.

Suparat said families of the dead victims would each receive Bt400,000. Children of the deceased will also get a monthly subsidy of between Bt1,000 and Bt1,500 for education until they obtain a bachelor's degree. Those injured and hospitalised for more than 20 days will get Bt100,000 each, while other victims get Bt20,000.

Children of victims who became disabled will receive a monthly subsidy of between Bt1,000 and Bt3,000.

Gothom urges PPP leaders to reprimand Karun

Gothom Araya, Chief Advisor of the National Economic and Social Development Board, Wednesday urged leading members of the People Power Party to reprimand PPP MP Karun Hosakul for having allegedly threatened to kick Senator Rosan Tositrakul.

Karun allegedly made the threat during a joint sitting of the House and Senate on Tuesday.

Gothom said Karun might not know that such behaviour was not appropriate so the leading members of his party should warn him to behave.

Gothom said ethic committees of the two chambers should investigate the issue because it was clear breach of ethic.

Pua Paendin Party still ambiguous over resignation of deputy interior minister

The resignation of Deputy Minister of Interior Prasong Kositanon remains ambiguous today with the spokesman for the Pua Paendin Party indicating that the party never called for Prasong's resignation. The deputy minister himself stated that he would attend to duties at the ministry this morning, but later rescheduled his arrival.

Minister of Industry and Chief Adviser to the Pua Paendin Party Police General Pracha Phromnok clarified the situation in which Pua Paendin Spokesman Chaiyos Jiramethakorn revealed a resignation letter from Prasong, saying that the party itself was not aware of any such document.

He remarked however that Chaiyot would be capable to take on the position.

Nonetheless, he affirmed that his party had no intention to replace the current deputy minister and that the Prime Minister has made no moves to reshuffle the Cabinet. He stated that the matter should not have any impact on the party, assuring that if it was an issue, the party's leader would call a meeting.

Chaiyos, however, emerged with a contradictory statement, saying that Prasong has left his post in the Interior Ministry and that his name has been submitted for the position.

He denounced criticisms that he is overly enthusiastic to gain a higher ranking, saying that he has been an MP for over 20 years and wishes to gain more authority to better contribute to the nation and its people.

Prasong himself has stated that he would enter the ministry later in the afternoon. Several employees of the ministry have expressed their support for him.

Wife of Oct 7 Crackdown Victim Refuses Government Compensation

The wife of the late volunteer security head of the People's Alliance for Democracy refused the government's compensation for his death caused by the police crackdown on October 7.

Penpimol Sai-ngarm, wife of Police Lieutenant Colonel Methee Chartmontree, head of the security guard team for the People's Alliance for Democracy who was killed during the October 7 crackdown on the group's rally, has stated that she will not take compensation from the government.

Penpimol said she does not agree with the use of taxpayer's money to help a person affected by the authorities' decision.

She asked the government to take responsibility for the incident and to give her husband justice, following the accusation that he carried explosives to the rally site, which has damaged her family's image.

Penpimol also revealed that she will spend some part of the donation from the PAD to set up a community radio station to relay ASTV broadcasts, adding that the government and former Prime Minister Thaksin Shinawatra should stop their campaigns that spark further chaos in the country.

Musical Cabinet Seat Debacle for Puea Pandin Party's Deputy Interior Minister Post

Deputy Interior Minister Prasong Kositanont insists he is not entertaining any idea of stepping down as number 3 of the Interior Ministry any time soon. Meanwhile, the Puea Pandin Party Spokesman is adamant Prasong had promised to resign.

The evidence of internal rifts within the Puea Pandin Party was apparent when members came out to give conflicting statement about the resignation of Deputy Interior Minister Prasong Kositanont.

Puea Pandin Spokesperson Chaiyos Jiramethakorn held a press conference yesterday afternoon to announce that Prasong has decided to step down due to health problems. In response to the press conference, Prasong held another press briefing of his own later last night to deny that he’s stepped down from the post of deputy interior minister.

However Prasong admitted the hand-written resignation letter presented during Chaiyot’s press conference was genuine. He explained that the resignation letter was written and signed prior to him taking the post as deputy chief of Interior.

There are beliefs that Prasong was awarded Puea Pan Din’s ministerial seat quotas because he was a chief financial contributor of the party. It’s alleged that Chaiyos was asked to step aside to make way for Prasong to become deputy interior minister but Prasong must step down on October 28th to allow Chaiyot to take his place. The deal was sealed with the pre-handwritten resignation letter signed by Prasong.

The signing of the resignation letter was reported to have been witnessed by key party members, including party leader Suwit Khunkitti and Industry Minister Pracha Promnok, advisor to the Puea Pan Din party leader.

Prasong was visibly awkward when reporters questioned him about the legitimacy of the resignation letter. He declined to comment and asked for three days to clarify the matter. He also claimed Puea Pandin Party executives do not want him to resign from the post.

Chaiyot is adamant Prasong had consented to stepping down from the post. He claimed he’s visited Prasong twice at the Interior Ministry to confirm Prasong’s intention to step down. According to Chaiyot, Prasong had told him to submit the pre-written resignation letter to the premier.

Party sources claim party leader Suwit has confirmed that he’ll nominate Chaiyot as the party’s new candidate for the post of deputy interior minister.

Prime Minister Somchai Wongsawat denies he’s received Prasong’s resignation letter. He also adds that no Cabinet reshuffle is on the horizon.

Deputy Minister of Interior affirms to stay in position

Deputy Minister of Interior assured that he will remain in position, while stating that yesterday’s news on his resignation was merely based on misinterpretation.

Deputy Minister of Interior Prasong Kositanon, confirmed of a misinterpretation between him and Pua Pandin Party Spokesman Chaiyos Sasomsap, which he has already cleared up this issue within the party and expressed his desire to continue his duty without any health or business concerns.

In regards to agreement to assume position on temporary basis for 2-3 weeks, Prasong said that if that was the case, then he would not take the position as it would damage the government, party, and the people.

Also, if his illness were to be true, he would then resign by himself.

Prasong also declared that he does not have any animosity towards Chaiyos, while reassuring their good relationship and viewing these circumstances as an extraordinary event in life. :o

ASEAN summit will move to Chiang Mai to avoid protests

PM gives no reason for change of venue

The Association of Southeast Asian Nations (ASEAN) summit will be moved from Bangkok to Chiang Mai to avoid possible disruption by anti-government demonstrators. PM Somchai announced the change of venue during a visit to Chiang Mai yesterday. The meeting is scheduled for Dec 15-18. Somchai did not offer any reason for the relocation from Bangkok, although Foreign Minister Sompong Amornvivat said later in a television interview that the cool weather in Chiang Mai in December made it the perfect city to host the gathering of Southeast Asian leaders. :o

However, a Foreign Ministry source said the main reason for the change was the government's worry that the continuing protests led by the PAD could cause trouble for the event. About 20 ministry officials visited Chiang Mai on Thursday to assess whether it could handle the summit, which will bring together several hundred officials. Both Chiang Mai and Phuket were mentioned as alternatives to Bangkok, the source said. Chiang Mai, the home province of former PM Thaksin Shinawatra, was chosen because it is a political stronghold of the PPP , while anti-government factions were active in Phuket, the source added.

Thailand causes upset with ASEAN summit switch

BANGKOK: Seven weeks before it hosts ASEAN's annual jamboree of regional leaders, Thailand has suddenly decided to switch the venue from Bangkok to Chiang Mai.

Officially, the reason for the 700 km (435 mile) move to the northern city is because of its pleasant climate in December and a desire to "show the delegates some other part of Thailand," according to foreign ministry spokesman Tharit Charungvat.

In private, however, officials admit it has nothing to do with tourism or the weather and everything to do with the People's Alliance for Democracy (PAD), the protest movement that has occupied the Prime Minister's official compound in Bangkok since August.

"They are just trying to avoid trouble with the PAD," one government official said, trying to play down suggestions that the last-minute change of venue represents a loss of face and makes the country look unstable.

Thai media have speculated that the PAD, whose street protest has crippled government decision-making since it started in May, will target the summit venue to embarrass the elected administration in what should be one of its proudest moments.

As well as government leaders from the 10 Association of South East Asian Nations countries -- Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Singapore, Thailand, Vietnam and the Philippines -- the meeting also includes China, Japan, South Korea, Australia and New Zealand.

Bangkok-based diplomats are fuming at the abrupt switch for the summit, which coincides with the height of the tourist season.

Coming at such short notice, it is hard to see a city with a population of 200,000 finding enough beds to cope with the influx of thousands of government officials and foreign media.

When neighbouring Laos hosted the meeting in its sleepy capital, Vientiane, four years ago it barred all foreign visitors from entry to the country for the duration of the summit to ensure enough space.

"This is a massive pain in the backside," one Bangkok-based diplomat said. "None of this has been budgeted for and how are we going to get hotel rooms at this time of year? We're going to be sharing rooms and sleeping on the floor."

The reservation department at the Shangri La hotel in Chiang Mai, which is hosting the meeting, said the entire hotel had been block-booked from Dec. 11-19 although tourists with existing reservations would not be booted out.

News of the move appeared to have passed by the original venue for the meeting, Bangkok's swanky new Centara Grand hotel, where sales staff said the summit booking remained in place.

Bombs and gunfire attacks at PAD

Six volunteer security guards injured from a bomb thrown at People's Alliance for Democracy rally site at the Makawan Rangsan Bridge.

Normally, the police station at the area but they have been absent for a couple of nights.

About an hour later, there were a few gunfire shots at the protest site near the Government House.

The six injured guards were sent to the Vajira Hospital.

Scuffles broke out and a woman was punched in the face when five pro-government supporters were grabbed and held by People's Alliance for Democracy (PAD) guards who claimed they were armed and ready to incite violence.

The incident has turned up the heat between the rival camps as tensions mount ahead of the United Front of Democracy Against Dictatorship's (UDD) next big rally on Saturday.

Political emotions have grown increasingly hostile since the PAD shut the door on proposals by academics for peace talks with the UDD.

Gen Kattiya Sawadiphol, a specialist of the Army, Thursday denied that he was behind the bomb attack against the People's Alliance for Democracy.

But he said the PAD would face more attacks and PAD guards would be killed everyday if the it did not stop occupying the Government House.

"In the future, the PAD may be attacked with RPG rockets, M79 grenades," Kattiya sad.

He said many groups were dissatisfied that the PAD became blatant and armed its guards as well as showing disrespect to many senior persons.

But he said the PAD would face more attacks and PAD guards would be killed everyday if the it did not stop occupying the Government House.

"In the future, the PAD may be attacked with RPG rockets, M79 grenades," Kattiya sad.

He said many groups were dissatisfied that the PAD became blatant and armed its guards as well as showing disrespect to many senior persons.

Yes, it's OK if they die on the other side, but not his.

This goes to the heart of why Samak got so little sympathy when he

announced he had 'Liver Cancer'and no doctor confirmed it.

It's ok if PAD supporters get liver cancer, but not Thaklsin supporters.

etc etc. A general lack of humanity for ANY opposing his wishes.

Same same for this current bunch too it seems.

You are confusing "ruler" as in an instrument for measurement with the 'Ruler" as in Prime Minister of Thailand which can be likened to a flexible curve used by draughtsmen, this can be bent / moulded into any sahpe to suit the immediate need. :o

This is all about Thaksin's money and his ability to play politics and influence the future. If he can get his money back and disappear charges/convictions against him, he can return to dominate Thai politcs either directly or through his appointees. Basically he wins. If he doesnt get his money back his ability to influence politics and ability to shape the future will wane over time. Right now he is fighting extremely hard for what a lot of analysts speculate is a total win. Whether he gets it or not remains to be seen, but whatever the outcome it is better if it is decided quickly as the country faces many many other issues more important than a power struggle within the ruling classes, whihc is going to get a lot more nasty than now according to most.

Pua Paendin to push up meeting after abrupt resignation of party head

Deputy leader of the Pua Paendin party Man Pattanotai (มั่น พัธโนทัย) revealed that the party may move up its major meeting from the 13th of November to select a new party board after the abrupt resignation of its party head.

Minister of Information and Communication Technology and Deputy leader of the Pua Paendin party Man Pattanotai stated yesterday evening after the resignation of Pua Paendin leader Suwit Khunkitti that the party would have to expedite its gathering to accommodate the turn of events.

Meanwhile, Mr. Suwit stated that his resignation from the party was an attempt to alleviate political tensions and to express his disagreement with the government's actions on matters, including the Preah Vihear dispute, the charter amendment, and the dispersal of protestors in front of the Parliament building. He also said that he will conduct an anti-violence demonstration.

Red T-Shirt Protesters Travel to Bangkok to Pro-Govt Rally

Supporters of the National Democratic Alliance against Dictatorship have begun to travel to Bangkok to join the mass pro-government gathering at Rajamangala National Stadium tomorrow.

Despite oppositions from various groups, it’s been confirmed ousted premier Thaksin Shinawatra will give a live telephone interview during the gathering.

Supporters of the National Democratic Alliance against Dictatorship in Udon Thani Province have begun to make their way into Bangkok in preparation for the mass pro-government gathering at Rajamangala National Stadium. The supporters will join the mobile edition of “Kwam Jing Wannee” or “Today’s Truth” which is normally broadcast on state-run NBT.

Since 5 a.m. this morning, more than ten vans transporting red t-shirt protesters have left Udon Thani Province. A significant number of the protesters have left for Bangkok via train and other transportations late last night.

Kwanchai Praipana, Chairman of the Khon Rak Udon or People Love Udon group, and People Power Party MP Surathin Pimarnmekin announced on Udon Thani local FM 97.50 that 100 coaches have been prepared for members of the red t-shirt protesters and the People Love Udon group to travel to Bangkok to join the pro-government gathering.

Meanwhile, PPP MP Jatuporn Promphan confirmed ousted premier Thaksin Shinawatra will give a live telephone interview during the mass gathering tomorrow. He claimed Thaksin had criticized those who had discouraged him from giving the interview for being overly imaginative. Air Chief Marshal Ittaporn adds the government should prepare itself for the effects of the gathering. In response to a reporter’s question about the Air Force trying to convince Thaksin not to give the interview, the Air Force commander in chief merely said Thaksin should know where he stands. The Air Force chief adds that the most important thing for the armed forces is to keep the opposing protesters from confronting each other. He urged the government to launch preventative measures for such a possibility.

Red T-Shirt Protesters Travel to Bangkok to Pro-Govt Rally

Supporters of the National Democratic Alliance against Dictatorship have begun to travel to Bangkok to join the mass pro-government gathering at Rajamangala National Stadium tomorrow.

Despite oppositions from various groups, it’s been confirmed ousted premier Thaksin Shinawatra will give a live telephone interview during the gathering.

Supporters of the National Democratic Alliance against Dictatorship in Udon Thani Province have begun to make their way into Bangkok in preparation for the mass pro-government gathering at Rajamangala National Stadium. The supporters will join the mobile edition of “Kwam Jing Wannee” or “Today’s Truth” which is normally broadcast on state-run NBT.

Since 5 a.m. this morning, more than ten vans transporting red t-shirt protesters have left Udon Thani Province. A significant number of the protesters have left for Bangkok via train and other transportations late last night.

Kwanchai Praipana, Chairman of the Khon Rak Udon or People Love Udon group, and People Power Party MP Surathin Pimarnmekin announced on Udon Thani local FM 97.50 that 100 coaches have been prepared for members of the red t-shirt protesters and the People Love Udon group to travel to Bangkok to join the pro-government gathering.

Meanwhile, PPP MP Jatuporn Promphan confirmed ousted premier Thaksin Shinawatra will give a live telephone interview during the mass gathering tomorrow. He claimed Thaksin had criticized those who had discouraged him from giving the interview for being overly imaginative. Some interesting bits in this story. Of course the red guys have the right to hold their gathering and it is held a long way from the PAD which is sensible. There has been no court order obtained to muzzle Thaisn so he seems to have the legal right to talk. The broadcasting of it on state TV is however questionable indeed. Couldnt PTV broadcast it ontheir private network and leave state TV out of becoming an overt politcal tool it shouldnt be?

The comments by the Air Force Genrasl are also intersting. By stating that the government should make plans to avoid violence the blame for any violence that occurs is laid in advance at the door of the government. Lets hope none does.

And where is the "Proof" that this person is 100% PAD and NOT some outsider infiltrating the PAD on the grounds to defame this movement - is a possibility, isn't it especially if one considers with which dirty tricks Takky is at the gambling table!
