Firs of all, it wasn't the rider blaming the woman after the accident, but his friend explaining how he saw it. But let's not the video evidence get in the way of a good story. As to his conviction for dealing as a young offender, it would seem more likely that he was a courier/delivery boy, hence the suspended sentence.
He did a stupid thing, exacerbated by it being a electric bike. Normally you would hear the idiot in the vicinity, but if it's a quiet bike, it's entirely possible that the lady had no idea of an approaching vehicle.
Him sitting in prison for ten years would do no good to anyone and I'm sure there is no intention to subject him to such a punishment. Compensation should be the order.
Both are in the process of cancelling it (Krungsri has announced the cancellation, BBL is rolling out the cancellation, starting with new customers) and I think you know this very well.
