This is my friends situation..

When he boots his computer up , he only gets a black screen showing ( see photo ) sorry about quality

he has tried to follow the on screen advice ( press F2 to run set up ) but pressing F2 or any other F key has no affect at all,

down at the Right hand side of the screen is shown I think an error message ... 0078

he has no external USB Thumb drives connected

So he stuck like this at the moment, ... can any one please advise what to do next

Looks like a CMOS issue and it's probably a wire problem.

Maybe it's a problem of electrostatic charge in the frame and screwed up everything.

Unplug the computer push on button for 1 minute and put it back on power

I had a similar problem in trying to access the BIOS screen on one of my PCs once and found that the keyboard had a F key that locked the F key function. ie Fuction Key lock. Maybe this is your problem

How many "peeps" do you hear when you start and the PC goes into boot?

Try to describe it- According to the error number I still trust it's a CMOS/BIOS issue so an identification

of the beeps are of great help to identify the culprit

Does the BIOS originate in France? I ask because only instructions in French can be found for the BIOS verion in the photo.

Info about beep codes for various errors can be found at:BIOS beep codes

Depending on the owner's techie skills, my approach would be to dismantle the computer (disconnect the various DVD, HDD etc.) remove keyboard, mouse, printer etc. and then power on, see how far it gets through the boot sequence.

Reseating connectors with care wouldn't hurt.

But if the owner is at a total loss how to tackle any faulty component - it might be wise to take it to a repair shop.

It is wise to make a not of the computer's configuration before taking into any repair shop, in Thailand or otherwise. Things like memory has been know to 'disappear' or change size while out of the owner's view.

Although I'm not saying the hard disk is at fault - does the owner have a recent back-up?

The last line of the POST message says its detecting USB storage devices, presumably as a boot option. If there are USB devices attached to the machine (such as a memory stick) try removing them and booting again.

If that fails, I would go into the BIOS setup and look at the Auto-Detect options. If there is an Auto Detect USB options, try and disable it and see what happens.

If neither of those things work, the way I usually tackle problems like this is by removing pieces of hardware until things start working. If you're prepared to get your hands dirty crack open the case and remove any peripherals you don't need. Unplug the buses to the hard disks/cd/dvd and floppy drive. Remove any expansion cards that are non critical. Unplug the keyboard and mouse. When you've got nothing left, but a mainboard, CPU and some RAM plus a VGA output of some kind (if your board has a built in graphics chip use that, and remove any graphics card slotted into the motherboard) you should find things working again. If not, try removing the RAM stick by stick.

By process of elimination you should be able to figure out where the problem lies.

Edit: When i say "working again" I mean able to progress past the POST screen. BTW, if you want to freeze the POST messages as the machine boots, press the Pause button on your keyboard and the POST process will halt allowing you to capture a better image.

Yup, looks like a hardware issue and if you have all the USB hardware disconnected and it still hangs then you may need to locate the manual and find the onboard jumpers for USB select and detect and disable USB. If it works after that, you will have a PC that works without any USB connectivity; as much use as tits on a boar pig.

I think a trip to the tech shop is likely and a new mobo probable unless it's one of those weird things caused by a low-voltage cmos backup battery. I repaired a Dell PC once that had partial hardware problem which was cured with a new battery.

Sorry for the late reply.

I had the same problem, was advised to take out the RAM and give them a polish with a rubber eraser, it did the job for me
