Govt called to cancel rules listing herbs as hazardous

BANGKOK: -- A group of organic farmers and alternative agricultural activists have called on the government to cancel regulations listing 13 herbal plants as hazardous substances, saying they would destroy local initiative in using the plants as alternative pesticides in place of chemicals.

The group also asked the government to withdraw this legislation - an Industry Ministerial regulation and a Draft of Agricultural Ministerial regulation - within 30 days.

If there was no response from the government they would gather at Government House to submit their petition and pressure Prime Minister Abhisit Vejjajiva, said the group's leader, Thai Health Foundation's director, Veerapong Kriangsinyot.

The Industry Ministry - aiming to control pesticide production and commercialisation - announced its new regulation on February 3, listing the 13 plants as "hazardous substances type 1" under the 1992 Hazardous Substances Act.

The plants are: neem, citronella grass, tumeric, ginger, Chinese ginger, African marigold, Siam weed or bitter bush, tea seed cake, chilli, Chinese celery, ringworn bush, glory lily and stemona.

They are widely used among farmers as alternatives for expensive and toxic farm chemicals, pesticides and herbicides.

Meanwhile, the Department of Agriculture, a member of the hazardous substances committee, has proposed the new draft requiring growers, manufacturers, importers and exporters of pesticides made from the 13 herbal plants to conform to the Department of Agriculture and follow safety and quality control regulations issued by the committee. Law violators will face six months in jail and a fine of 50,000 baht.

A 44 year-old organic farmer from Suphan Buri province, Sumalee Tanyachareon said the regulation has made her life more difficult. She must inform the agricultural office that she cultivates some of the 13 herbal plants and produces them as a pesticide.

"The regulation would be an obstacle and a burden for farmers instead of promoting organic farming," she said.

Sumalee previously used chemical pesticides to kill insects in her rice farms. Now she uses herbal pesticide, after learning it is cheaper and safer than chemical pesticide.

She said regardless of whether the regulation is withdrawn or not, she will continue to use home-made herbal pesticide as it cuts costs on her rice farms.

Department of Agriculture's director general, Somchai Chanarong insisted the new regulation and the draft would not affect the use of herbal plants in the country. Growers or manufacturers were required only to inform agricultural agencies when they produced herbal pesticide for commercialisation.

" We want to protect the consumer from someone who would cheat them and sell faked products," he said.

Department of Industrial Works' director general, Rachada Singkalwanich said the announcement of the industry ministerial regulation followed a proposal from the Department of Agriculture.

" The Department of Agriculture proposed this regulation because it was receiving a lot of complaints from organic farmers and the department had no regulations to control the misuse of herbal pesticides. "

The Department of Agriculture would draw up a guideline for relevant agencies on the nature of the herbal plants. If the Department of Agriculture had such a regulation, the Department of Industrial Works would withdraw the 13 herbal plants from the hazardous substances list.

Meanwhile, the Public Health Deputy Minister, Manit Nopamorbodhi said he would discuss with the Industry Minister how to help people understand more about the role of the 13 herbal plants in daily lives.

In the near future, he said he would ask the Department for Development of Thai Traditional and Alternative Medicine to produce a logo as a safety warning display for herbal products sold in the market.

The Department for Development of Thai Traditional and Alternative Medicine's director general, Dr Nara Nakwattananukul said there was misunderstanding about the implementation of the industry ministerial regulation to list the 13 herbal plant as hazardous substances.

Under the regulation, farmers are allowed to use herbal plants as medicine. They do not have to register with the Department of Agriculture if they have small herbal plantations.

The department will organise a meeting which invite related agencies to discuss over this issue on this Friday.

It has been suggested that the CP Group is the biggest supplier of agricultural pesticides in Thailand. Unrelated of course in that they were a major financial supporter of the Democrats and the the PMs father also sits on their board.

Years back up in Fang, farmers without the money to buy pesticides and fertilizer had to offer up their land titles (far exceeding the debt) as guarantees to the local Chinese supply shops. Needless to say a lot of land was "acquired" that way.

So the neem, fragrant lemongrass, ginger, galangal, turmeric, Chinese celery and chilli - all have suddenly become toxic substances.

Are they crazy?

Most probably not, because this announcement has the fingerprints of agro-chemical multinational corporations all over it.

Four decades after the Green Revolution which introduced heavy use of farm chemicals to increase productivity, it has become recognised wordwide how dangerous these chemicals are to our earth.

Apart from killing the soil and contaminating the waterways as well as underground water, the toxic residues permanently stay in the natural environment, causing great damage throughout the entire food chain.

While over-exposure to toxic chemical pesticides has killed countless farmers, the dangerous residues are also believed to be one of the most important environmental causes for the dramatic rise in cancer worldwide.

Thailand is among the heaviest users of toxic farm chemicals in Southeast Asia. And probably the most reckless......

I doubt it.....ever heard of codex alimentarus....

:D As I am sure we all know the fertilizer/insecticide business is big money...with profits to the "right sort" of people....factory owners and those who import and distribute such things. Those kind of people have the money to "help" politicians get elected and re-elected. The Thai government won't let a few lower class farmers get in the way of that kind of money.

It's the same old story.

I'm also wondering about these things. Most of the natural remedies regulated by the multinational companies and organisations, more and more vaccines mandatory, more and more dog breeds or mixes of these breeds not allowed as pets anymore (pets can have an enormous positive influence on the health of people), etc. That seems the way it goes in the States, and the rest of the world follows.

Take all the goodies away, make the people weak, easier to control. :D

You misunderstood or ill informed about the EU rules for herbs. The EU rules don't prohibit selling herbs as food or vitamins at all. There are numerous shops and supermarkets who sell vitamins based on herbs. In most EU countries Homoeopathic drugs are even paid back by the National health service. The EU implement this rules after people get sick and even die because of imported herbs from China who where of bad quality and even toxic. The EU only like to have a guarantee of quality to protect the EU consumer.

You should know that the EU has very strict rules to protect the consumer. BTW organic farming is more and more popular in the EU. In the fruit industry they even use insects now as an natural enemy for some diseases. All fruit is tested for chemical residue's before it can be sold.

The use of chemical fertilizers is under strict control. Many chemical fertilizers are now banned in the EU. The same go's for meat production, any kind of hormones are strictly forbidden. Also the use of antibiotics for cattle, pig's and chickens is forbidden . One of the reasons that American meat is banned in the EU.

Also manipulated genetic wheat and other crops are scrutinized by the EU

Food safety in the EU is of the utmost importance. The EU consumer is one of the best protected in the world.

Note at the end of what i said before i said that the codex does not get implemented until december 2009, that is when (if it is pushed through under the guise of for our protection) things will get complicated. I am not talking just herbs, i am talking vitamins as well such as your vit c tablets. It will also mean that foodstuffs labeling will change so that there will be no difference between gentically modified and growth hormone treated meat and regular meat - no difference on the label that is, you will NOT be able to choose. The codex was already stopped years ago in the usa and is now being promoted by Germany as an EU proposal.....it can still be stopped (at least i hope so) if enough people hear about it and object to it. I am right behind you on the promotion of organic and pesticide free food - i just hope it will still be an option in a years time!

This is bizarre - banning natural products, not saying if items are genetically modified, copyrighting seeds, - where do the big businesses get off??

As big business has demonstrated so clearly lately (the banks, the US car companies) they are the last people to entrust with anything especially food!!!

Sadly, you are spot on here. People have no idea how dangerous this is going to be in the future. As the collapse of the global economy progresses and the governmental regimes become more and more totalitarian, these rules are going to be used to punish those who try and drop out and rebel against the failing narratives of industrial civilization.

Probably at least a decade away if not more before these rules get warped into something resembling a crime against humanity, but it is coming nonetheless.

Thailand is making the decision today to join the global control paradigm. It is not unexpected for this to happen during the decline of an empire. Rome saw such ridiculous legislation during its fading century as well, so there is a quality of universality to this kind of greed and stupidity. I guess it is unreasonable to expect a small country like Thailand to try and resist. Still, I had some hope that they might see through the charade and protect their people rather than the global elite.

Gonna suck for the rest of us though. All we can do now is wait and see how the exact rules are going to be worded and try to find the loopholes.

Well it seems they have revisited the issue. But it still won't get to the nub of the problem which is that farmers in Thailand do not use and continue to refuse to use pesticides correctly.

Cypermethrin is still used widely and can cause terrible residues if not applied properly and it is cheap. Farmers love it because everything dies in minutes which is quite reassuring when spraying for mozzies in your house, but needs to be used very carefully in agriculture. It is often used just before harvest, so wash your fruit and veg ladies and gentlemen.

Ironically, the EU has just standardised and reduced it's acceptable MRL's so Thai exporters have a great incentive to move towards so called "natural" pesticides. So there is the double whammy of increasing natural pesticides, restriction and control from food importers reducing the demand for pesticides. And what does the govt try to do? Ban the natural pesticides so that the farmers have no choice but to continue using chemicals.

Thai logic and business manipulation of the rules at it's best.

It seems far worse with CODEX ALIMENTARIUS

Back in 2007 in Totnes, Devon, Ian Crane gave a fantastic talk on exactly what CODEX is all about. At the beginning of the DVD, Ian doesn't claim copyright to the DVD material and tells people that they are free to distribute it in any way they deem fit.

I've transcribed the whole 90-minute tape, click here. A similar story unfolded with red yeast rice and the lovastatin molecules it contains that lower high cholesterol. The drug companies engaged in biopiracy, ripping off the molecule from red yeast rice to make their now-famous "statin drugs." Once the statin drugs were patented, Big Pharma and the FDA went after red yeast rice, claiming the supplement was "adulterated with pharmaceuticals."

It wasn't really adulterated, of course. It just contained a natural statin-drug-like molecule that the drug companies copied and patented.

It would be like Big Pharma patenting vitamin C, then the FDA claiming that all oranges and lemons were adulterated with drugs because they naturally contain their own vitamin C.

So will this ruling on pyridoxamine affect nutritional supplements? Yes, any supplements containing this form of vitamin B6 can now be declared "adulterated" by the FDA. Manufacturers of such supplements can be arrested and shut down for engaging in "illegal drug trafficking." Such is the nature of the FDA's agenda to criminalize nutritional supplement companies and limit consumers' access to Mother Nature's remedies.

Thank goodness for some sense left in the world. Lets hope they are removed completely from hazardous list due to this stupid big pharma influenced ruling...organic farming is the only way!!!!! Please please please let it stay an option for us all to stay organic, bypass GM food and get our vits!!! :o
