Whose resposibility is it to apply for a Work Permit? In this case a WP2 for teacher. The employer would have a responsibility to provide the necessary documents but whose responsibility is it to submit? Also I note that some employers pay the Government fee and others do not.. (or I see some redund to the employee at the end of the contract. What is the norm?

You both have to submit papers and sign them, so it is both your responsibility. Without a WP you are not allowed to work and your employer is not allowed to employ you.

As to who has to apy the fee, that would be you. But of course is open to negociation. Personaly I woudn't work for an employer who doesn't pay it for me.

I also have noticed that there are 2 power of attorney forms. That means someone from the employer and the person for whom the work permit is requested suppose to submit the papers for the work permit in person or both can sign the power of attorney forms for a law firm to act on their behalf. I will go in person to submit my papers but I think I have to take someone with me from the company since we not hiring a law firm.

When I receive the work permit, I know I have to sign it in person in front of the Dept. of Labor, but for that I don't need to take anyone along.

I think that's just for the original application. For extensions I've never had to sign. Someone from the office does that.
