do u know the gsm operator name in thailand which is code start with 9

There is only one GSM 900 operator in Thailand, AIS/One2Call.

As to the 09 prefix, that could belong to the PCN 1800 operator DTAC/DPROMPT as well as AIS/One2Call.

Thanks a lot for your quick reply first.My problem is that Last week I was at Pattaya and my friend give me her mobile phone number she wrote down "0009-and 7 digit phone number "and I couldt dial up her number till now.Please help me how can I call her number...

If you are inside Thailand, it would be 09 *******. From outside Thailand, it would be 0066 9 *******. With a mobile telephone from outside Thailand; +66 9 *******.

There may be the variation, if you are calling from somewhere like the USA, of 00166 9 *******.
