Post Tsunami Help

It has been more than a month after the Tsunami disaster that has seen casualties and hardship for the affected people. The reason for this post was that I was asked by some associates on the below followings and I was thinking maybe there might be some in the forum that might know how to address to the issue.

1. Most of the help seems to go to the operators/owners of businesses affected by the Tsunami, now there are a large number of employees, most out of work and without pay. Before the tsunami, some have financial commitments for hire purchase items with companies like AEON, GE Capital group, Cetelem, Bank Credit Cards and etc. Now without work and no pay, how are they going to finance their commitments? With their daily livelihood on the line, they want to know what are their options? Is there any help for this group? If so, what are being done?

2. Employees affected indirectly/partially. This group consist of employees being employed but paid partially by their employer, just so that they can pay their rent and food, but unable to pay for their hire purchase items, with companies like AEON, GE Capital group, Cetelem, Bank Credit Cards and etc. Most have their pay cut of 50-60% and those little nice extras like commission is now impossible to attained. They want to know what are their options? Is there any help for this group? If so, what are being done?

3. This last category are independ workers that depend on tourism to survive. With the present outlook bleak and unpromising, they want to know too, what kind of help and in what form can they expect to get?

We have all read and hear news of Tsunami recovery and assistance by the government but not much are mentioned for the above groups. Hope there are more direct help to the large population in the "employee base" so that they can move on with life knowing the assistance they will get too. They definately did not ask for this fate before the tsunami.
