where can I buy those table-top bells that ring when you hit the top?

look like brass spinning tops (struggling to describe them)

I remember some pattaya bars have them - you ring them when you want to order another beer (you'll know)

Friendship used to have them...upstairs in the stationery dept.

I do know a Bar where they are using them. If you cant find them just go to a Bar and buy them from them.

Please be aware that ringing a bell in a, how shall we say, certain type of bar means you are buying a drink for EVERYBODY in the bar including lady drinks for the staff! It could prove very expensive if you are in a busy or large, well staffed bar.
