I just bought some bamboo fencing towards Mae Rim, they installed it for me too for a good price. The owner is Thai but spent many years in the U.S. so his English is very good if that helps. It's on the East side of the Chiang Mai / Fang road, past the outer ring road several minutes. Call them if you're interested:

I found a few stores selling assorted sizes of bamboo poles--both thickness and length--in the flower market just east (towards

the river) of the Warrowat Market. If you cross the street to the stalls closest to the river, there are two or three vendors that have them.
