churchill Posted August 18, 2009 Share Posted August 18, 2009 A number of junior police officers on Tuesday lodged a complaint with a House subcommittee, saying a number of non-commissioned police officers, including a daughter of police chief Patcharawat Wongsuwan, had been promoted to be commissioned officers without taking a promotion exam. The complainants, led by Senior Sgt-Maj Rathphum Phosrita of Muang Ratchaburi police station, filed the complaint with Vachara Phetthong, a Democrat Party MP and spokesman of the House subcommittee on public participation and monitoring of use of state power. The police said they were among some 423 non-commissioned officers who had been put on a waiting list for promotion. However, the promotion had been slow because many outsiders and those who never took the exam had been made commissioned officers ahead of them. Do they know it is who you know that will get them a promotion, or should they try to work hard and do it the more difficult way? I can think of a couple of examples in my own place and several more in my wife's college. Certain spectacularly untalented individuals pass their government teaching exams with flying colours. One discovers later that they just happen to have an uncle, say, who works at the ministry. Thailand; the country behind that old truism of "It's not what you know, it's who you know". I also don't think they are relying on the petition only - I bet they have their own backup, perhaps some honest (gasp) officers who recommened them to go public. The enemies of Patcharawat Wongsuwan have sent their foot soldiers forward to embarrass him in the political powerplay for influence in the police. No way Senior Sgt-Maj Rathphum acted alone here. Depending on the rank, sometimes even higher. This was so already 30 years ago, I don't know the current rates. Do you realy think that the chocolate they receive is only for himself? Don't be naive. The evidence would be existence of police officers protesting against their pooyais' decisions. I don't remember any. Thaksin cronies made it all the way to the top without any visible hindrance, and I suppose not all juniors were excited about it, including those whose promotions have been put on hold to accomodate the rise to Thaksin's horde.
