My friend is over stay in Thailand..

He have plan to go back home for a moment..then,he want to come back Thailand again..

but, I hear Govt. not allow o-visa to come back to Thailand in next 5 years after he out ..

is that true ?

now, he don't know how to do..

No, normaly there is no problem returning to Thailand when you are on an overstay. One could even return the same day. But make sure your friend has a plane ticket out of the country when he pays the fine of 20,000 baht. otherwise they can detain him till he has paid the fien and has bought a ticket out of the country.

The above comment is not very helpful - beside you can only get a Non-O visa outside of Thailand so it is risky to bribe someone in Thailand to obtain this type of Visa.

Most likely the OP get a single entry Non-O visa valid for 90 days which is easy(er) to get. It's the Multiple Entry Non-O valid for 1 year is the one that's difficult to get.

I would agree, seems his / her English is pretty spot-on when it comes to punctuation, abbreviations, comma's, question marks etc

"but, I hear .." --- "is that true?" sounds like native speaker to me -
