You do not need to submit a budget plan as such but you do need to show the Embassy that you can support yourselves without recourse to public funds. Should the sponsor receive any public funds in his own right this does not mean the application will fail, you have to show that he will not need to claim extra to support you.

Are you suggesting that the information sought under "8.7 Sponsor's Current Finances and Employment" of application form(VAF4) which includes income and expenses, were not provided? If that's the case,then there is a good reason to worry about.
