A Friend Is Asking Me

A friend of mine has asked me this question and being as I dont use tourist visas and come and go on a NON O visa I dont know what he should do, heres his question below , grateful for answers thanks.

"Anyone know where the office is in Bangkok to extend a tourist visa for 30 days? Also, is it true that the 30 day extension is from the day you actually go to the office rather than from the day your visa expires? Seems crazy to have to wait until the last possible day to go for the extension.Since neither of you have a tourist visa, I understand if you can't help with these questions. Thanks!"
