3 Big stick mindset and big toys for boys seem to suit mindset of some nations more than others.

4 Decision on construction will be big political and not transparent.It will unlikely be able to cost insurance and total de-commisioning costs

5 These are huge contracts and soon become to big to stop ,cost overuns endemic and with state left to pick up the tab i.e.the consumer.Th first Nuke at Windscale UK so good they named it twice (Now Sellafield in Cumbria) was to have power TOO cheap to meter .The 1957 fire at Windscale and subsequent polution at Dounreay and Irish Sea have had heavy costs to UK taxpayer and envronment.

6 Oportunities for corruption not just cash but quality,However of course as this could never happen here not an issue.In despicable Banana republics rather than loose face corrupt backers and middlemen may disappear in typical Anglo-Saxena fashion or hide in a sandpit

Not here virtous free people aided by impartial jusice and the 3rd estate,would own up ,admit their responsibility,repay the debt and retire humbly and tacitly with loss of rank and pension after heavy SERVED prison sentance and confiscation of assets for the benefit of CONSUMER but I digress.

7 I worked in industry NRPB trained and realize there is a new debate on safety.I was in testing not in design and am 20 years out of date in an extremely technical and specialised field that requires high skill levels.Like Greenpeace I have no fundamental objection to properly costed and managed civil nuclear power.In some staes Israel or Iran there is a miltary agenda driving it not just energy needs.

9 A hundrd times more people have died in recent Southern violence than 30 odd at Chernobyl tragedy.

Canada Uk US France and Russia all side stepped as their is more guanxi with the big Dragon.Of course all the decision makers and business investors are Thai and foreign families will have no sway.

17 Now heres the rub in my humble opinion and I may well be wrong and look forward to being corrected. Lets set aside the important issues of cost,construction phase and move to operations.

Cost wise if its hugely profitable or it makes it loss youll receive a full account .It's called your electric bill.

If there is a nuclear accident like a damp squib it will at first be denied then played down until like dead beached whale no one will be able to ignore it but will be explained as afreak one off Cambodian spy.

SAFETY

Safety culture requires a stringent regime that

1 Builds to a standard not a price.

2 Continuous questions management ,cost benefit SWOT analyses

3 Critical thinking,ongoing self started appraisal.Random drills and inspections,a safety culture!This means pro active behaviour thinking outside the box of Chang at all levels from the cleaner to Minister,

4 Forward planning waste mangement in vitrified caves for thousands of years needs a little foresight.

5 Whether state or private a Health and safety inspectorate fearless impartial and free from commercila pressure.This assumes 24/7 access no cronyism and support from govt policing and courts.

Such as can close a plant immediatley causing financial and political LOSS OF FACE if there is a hint of safety issue.

6 Expensive ongoing training and safety audits.Radiation is like rust it never sleeps.

7 Firing the incompetent even if here brother is an important person.

Last literally but not least

Decomissioning and Waste management need definite plan and responsibility,What happens if buider operator absconds defaults or bankrupts.Its no like abandoned flyovers in '97 .It needs expemsive skilled long term cash expertise and foresight.

To conclude whatever side we come down on totally against,indiferent pro and it certainly will be good for Oz uranium shares nukes for the generals,constructors I have one conclusion.

BLIGHT

Properties and real estate in the vicinty will be blighted.

This is based on experience of perception not reality.If folks think ther may be a reactor/storage disposal site it may devalue realty.Time share and resort touts are not going to stress this.nor will land vendors.

In conclusion for those against this financial aspect is a lever to dissaude constructon in Phuket this NIMBY may just displace to 12/13th site in Pattani area with export potential to malaysia and Singapore.

May I add I have no vested interest either way living in a modest Mekhong shack.I have no shares in energy or construction companies but like all us wih families hope Ihave stake in the future.

For those in favour and with any influence try to help address the safety issues.A good say AVEVA contstructed and maintained plant only leaves the disposal issue and reprocessing can be done overseas.

It is noteworthyAustralia despite a reserach plant and Austrai home of the IAEA have chosen not to go commercial.These are both educated rich nations.US and UKhave not built since 1980s tho this may change.Zwettendorf the moth balled Austrian even gets an electic bill !

Demand side is another issue :)

Thailand like many developing nations has growing population and energy demand.

However energy saving via better kit lower use e..g.bulbs

Max of solar wave ,biomass from maiz.ricehusk or other fodder.

Rationing of polluting fuels via price mechanisms and incentives.

I trust Thailand will act wisely and if it decides to go the nuclear route enacts the insurance safety and training required.The next generation will find out .Unlike the SR or the Airport the waste needs t be planned for hundreds of generations.Luckily Lao Burma and Khmers cannot get one going yet!
