My GF's Grandfather has offered to give us a piece of his land to build a house.

We would have to subdivide a portion from one of his larger pieces.

What is the procedure and how long does this process take.

Assuming that there is a title on the property, Your GF and Grandfather will go the the local Land Land Office and he will sign over that portion of land on his title to your GF. This may only take a couple hours. Pay taxes (amount ?) and pay to have land surveyed about 3000 baht.

Will that new part of the title will be leasable or will a new title be issued.

A new Chanoot (title deed) will be issued in your gf's name.
