For your company you need a WP from day 1 if you are working in the company.

You are getting mixed up, believe you are taking about the extension of stay based on employment, you will not be considered for this for two years with a start up company, and you be doing "visa runs" every 90 days

As said, you will need a work permit to work legally. As soon as your company is set up you can apply for your work permit at your local labour office by completing application Form WP3 and taking with you necessary company/personal documents. In start-up situations local labour offices are often flexible in the number of Thai employees needing to be employed from Day 1, as long as they can see a plan of you reaching the 4:1 ratio in the not too distant future.

You will need to be on Non-B visa or Non-O visa (or on extension of stay based on marriage to Thai) for your work permit to be issued. If necessary you may have to obtain a visa from a consulate abroad. If so, once your work permit application is submitted, you will receive a receipt for Form WP3 from the local labour office which you will need to take with you, plus company documents, to the consulate when applying for Non-B visa. Once your visa is issued you will need to return to the labour office and show them your visa before the work permit can be collected. Will be single entry visa first time around, but can obtain multiple entry visa later when work permit is available.

If your permission to stay is based on visa entry, during the first 2 years of the company you will have to do border runs every 90 days, as immigration will not issue you a 1 year extension of stay based on employment until the company can show 2 years audited accounts/tax receipts. There is also a minimum salary requirement; 50k/month for westerners but does vary depending upon nationality.
