I am a Filipino and my Thai fiance and I are planning to get married in Philippines in a few months. Right now, we are in Thailand. He has already accomplished all his documents (translation, Ministry of Foreign Affairs authentication) that he will be needing so we can get married back home. All papers except for one: The Legal Capacity to Contract Marriage.

We have no idea where to get it from, who will release it, and how long it will take before it is released.

The problem is, when I faxed his documents home, the Local Registry Office in my hometown says all the papers that he has accomplished are to be used to apply for the Certificate of Legal Capacity to Contract Marriage (CLCCM) and not for the issuance of a Marriage License. After further inquiry, we were told that this CLCCM is released in the Thai Embassy in the Philippines. There is actually a law that states any foreigner wishing to marry a Filipino must obtain this certificate in their respective Embassy. BUT, after two long distance phone calls to the Thai Embassy in the Philippines, I was told again and again that the CLCCM is supposed to be applied for in the district here in Thailand where my Thai fiance is registered (where he got his Thai I.D., his "amphur" or district basically). AND THEN, several phone calls to his district and we were told that everything that he needs, they have already given. We call the Local Registry Office in my hometown again to report these feedbacks and they say again that we must go to the Thai Embassy, because this should be released there. And so they keep pushing us, Local Registry to Thai Embassy, Thai Embassy to a dead end in the "Amphur". We have double checked his papers. A relative of mine has presented his documents to two Local Registry Offices in two different cities in the Philippines with the same results - the Thai Embassy releases this document. But the Thai Embassy in the Philippines keeps its stand, it does not release this paper. So if there's no one in this Thailand community that knows where this is released, what the hel_l now?

We don't want to go to the Thai Embassy in the Philipines only to be sent back to Thailand for this CLCCM since no one seems to know where to get it. The Thai Embassy says District. District says no more papers. Local Registry says Thai Embassy.

Where is it really? Can anyone help?

Marrying here in Thailand is not an option either. We've checked on that and it's 10 times the trouble. Because after a wedding here, we intend to have a celebration again in the Philippines. So every document pertaining our wedding here will then have to be translated into Thai, authenticated by the MFA, and so on and so forth.
