The pair were not arrested as they had fled the scene before police arrived. Various local residents and tourists witnessed the indecent acts. The headline says "caught" but they left before they were caught. How do they know the couple were fornicating? Were either of them married? Married to each other? If neither of them were married they were not fornicating. If they are married to each other they were not fornicating. Very sloppy (no pun intended) reporting.
