PATTAYA:-- A 27-year-old Thai man has been arrested by Pattaya police following a tip off that the known habitual offender had kidnapped and raped a young girl at the Ladda Apartments in Banglamung and was being held hostage by a well known Ya Ba dealer and illegal money lender. Allegedly the young girl had been missing from home since the 3rd of April.

Im not sure about this story, for example, if he was a well known yabba dealer why were the police allowing him to operate? also how much money had the woman borrowed from him before they decided to get him out of the way?
