Security boosted after sabotage bid at fuel depot failed

PATHUM THANI: -- Energy authorities are beefing up security at fuel terminals and power plants nationwide following a failed sabotage attempt at the fuel terminal of Thai Petroleum Pipeline (Thappline) in Lam Lukka, which supplies jet fuel to Suvarnabhumi Airport.

Today, the Energy Business Department will summon all oil retailers to discuss additional security measures. All fuel terminals have been urged to take precautions.

Energy Minister Wannarat Charnnukul insisted yesterday that the incident would not disrupt the supply of fuel to Suvarnabhumi Airport, because there were 19 tanks at the terminal. He insisted that security at fuel terminals and power plants was at its highest, but that it was impossible to fully protect them from long-range missiles. He issued a statement urging an end to these sabotage attempts because it would result in a wide-scale impact.

Danai Nanasombat, Thappline managing director, said the firm was currently evaluating the damage after an unknown group of assailants fired a grenade at an oil tank early yesterday.

Preliminary study showed that fire had wasted oil and damaged the tank, though the terminal has insurance coverage. While saying that more closed-circuit cameras will be installed to beef up the security, he added that the Energy Ministry should take the matter to the Centre for the Resolution of the Emergency Situation.

Police also found a piece of a rocket-propelled grenade (RPG) at the scene yesterday.

Provincial Police Region 1 Commissioner Pol Lt-General Krissada Phankongchuen and Pathum Thani police chief Pol Maj-General Methi Kusolsrang inspected the depot at 11.30am and found that the RPG had created a one-and-a-half-inch hole in the T410D tank used for storing 22 million litres of jet fuel.

The fuel that gushed out burst into flames, though officials were able to put out the fire and plug the hole quickly. The sabotage took place at 1:30am. Workers told police that they heard an explosion and rushed to the tank to find it catching fire.

Police believe the assailants fired the RPG from the motorway, which is about 100 metres away. Bottles of energy drinks were found abandoned at a spot on the motorway from where police believe the suspects fired the RPG.

The hole in the fuel tank has been plugged and much of the petrol transferred to another tank. However, the damaged tank needs to be emptied before it can be fully inspected and repaired, which could take several days, an engineer at Thappline said.

This is the third bomb attack on properties in the vicinity of Pathum Thani and Ayutthaya provinces since the political turmoil started.

On April 13, police was alerted that two 230KV high-voltage electric poles had been damaged by C4 explosives on the night of April 10. Since only three out of six bombs on the poles were activated, the damage to the power grid was not as high as the Bt200-million worth of damages that could have been incurred if all the bombs went off.

Also on April 13, Ayutthaya's Bang Pa-in district police received a tip off that similar C4 explosives had gone off on April 10 damaging two high-voltage electric poles.

Shawn Crispin at his news site reports that domestic and foreign military and intelligence sources, to include foreign diplomats, believe the bombings that occurred earlier were coordinated with Redshirt activities in the streets. The Thaksin and Redshirt idea, according to Crispin and his sources, was to cause the government to loose security forces in a crackdown that would bring international condemnation to force Abhisit and his government to quit office. Now this dangerous act of Thaksin and Redshirt terrorism against Thailand would tend strongly to confirm Crispin's report and sources.

This additional act of desperate and callus terrorism shows how wicked, stupid and simple minded Thaksin and his Redshirt captains are, to think Abhisit, Suthep, Anupong et al would fall for such an obvious stunt - no injuries in the bombings, all done at night - and play into the idiot Thaksin's trembling hands. Woe be Thaksin's sad and sorry mental and emotional state that he would judge the present government by the fascist thinking and actions that he himself would do.

You really are a knob and I'll bet you don't even live here. Do some research on Thai political history and wise yourself up on how the Democrats came into power. They formed coalitions just like many western governments do. The reds are not about democracy they are sheep being paid by a convicted criminal by leaders who stand to benefit greatly if Thaksin returns to power.

You believe this attack, which could have been a huge environmental-disaster, with serious loss-of-life, is somehow connected or in-response-to to the government's State-of-Emergency and actions against the Red-Shirt non-peaceful protest, and that other similar-attacks may occur ?

Then how could you possibly support the people doing this ? I don't often agree, with your take on things, but I am surprised by your apparent acceptance that an attack such as this is in-any-way justified or acceptable. I thought better of you. :)

Can people put aside the finger pointing and pro/anti redshirt stuff rhetoric for a bit? Until someone provides definitive evidence that the culprits were redshirts, yellow shirts or political opportunists, it is irresponsible to toss about accusations. In politics, normally responsible people often can undertake reprehensible acts when they are overcome with the passion of the moment. If you cannot back up an accussation with cold hard evidence don't speculate.

As Ricardo highlights, hitting a fuel storage dump poses an environmental hazard and the potential for a major loss of life scenario. It's reckless and stupid. The airport is not a legitimate target, nor is putting at risk airport workers, first responders and others acceptable. The people that carried this vandalism out cannot use politics as an excuse. It was wrong and cannot be justified.

The culprits will be caught. Please let the authorities do their job.

The party that performed this attack would have been instantly obliterated had they been successful. The imapct from the entire fuel depot going off would have been immense with a huge blast raduis (there are a series of fuel storage containers immediately adjacent that would have exploded simultanously). I think people are thinking it would have been a big fire - but this stuff explodes surely (highly combustible avaition fuel) it is not slow burning oil.

In politics, normally responsible people often can undertake reprehensible acts when they are overcome with the passion of the moment. Many on here think that its just a quick march up Silom, back off home for the farmers and back to the Expat life of shopping, hi-so bars, big cars, cheap beer and women.

As you point out, there is a massive country to control and these elites have offices, branches factories to visit outside of Bangkok. If they feel unsafe in Bangkok with (as the media have it :) ) 6,000 reds in town, how are they going to feel if they have to leave the city!! How are they going to protect Bangkok against a real insurgency?

If the armed faction in the midst of the red shirts have vanished (as Jingthing seems to think 8000 others went home over night), are they going permanently to ground? Are they sat about watching Thai Soaps, or are they planning more problems. Will their support up north deplete if they see more death on the streets?

These are warning shots. The Fuel dump, the power plant in Ayudyha, the Bangkok Bank branches. Kill more farmers and this country is Somalia!

Negotiations are called for and it is a few nut jobs under elite pressure fanning the flames now. Only PAD wanting violence and they have the CRES helping to organise it for them as well now. If the UN and HRW can see through the CRES, they will have cracked it.

If that fuel depot had blown the whole protest movement would have been over by now, today. Think about the backlash this explosion would have caused? huge areas would have been levelled, windows broken across a massive radius! waking up all of Bangkok at 1.30am.

If he thought the country could not afford to help the poor before ,, he should take a look at how much not helping the poor is costing the country now with the protests ,, lost tourism etc.

Wake up. It is ONLY about Thaksin.

Thaksin did wake up the poor. Because he handed out cash. He didn't do anything to help them long term.

Thaksin just used the poor. And he is using them now.

Why else would the red leaders stick to their demands for elections now? They don't have any plans to help the poor. They don't have any plans to improve democracy. They don't have any plans to reduce corruption.

They just want elections because that is the only chance they have of getting into power and white washing Thaksin's crimes.

Abhisit probably voted against Thaksin's policies, because he saw that they were just cash handouts and usually skimmed by the local corrupt village leaders.

Abhisit has already put policies forward that help the poor in the long term. They aren't cash handouts, because they don't help.

I have worked on two refineries that have started on fire, one from a broken 3 foot pipe that leaked naptha. I belive avation fuel is at least as combustible. The damage caused by a leak from only a 3 foot pipe was half a billion dollars. The initial flash from when the fumes ignite can travel a further distances than you think. Who knows how big of a hole could have been blown in the side of a fuel storage contanier, but you are right simutanious explosions would not occur, there are safety standards put into place ie. safe distances between contaniers and ditches built between them to make sure this doesn't happen. Thankfully noone was hurt in this incident and I hope the culprets are found and procecuted.

There haven't been any posts yet implicating "yellow shirts" nor "political opportunists".

As for red shirts, I think the red shirt poster in Post # 2 essentially admitted it was the red shirt's doing.

I have worked on two refineries that have started on fire, one from a broken 3 foot pipe that leaked naptha. I belive avation fuel is at least as combustible. The damage caused by a leak from only a 3 foot pipe was half a billion dollars. The initial flash from when the fumes ignite can travel a further distances than you think. Who knows how big of a hole could have been blown in the side of a fuel storage contanier, but you are right simutanious explosions would not occur, there are safety standards put into place ie. safe distances between contaniers and ditches built between them to make sure this doesn't happen. Thankfully noone was hurt in this incident and I hope the culprets are found and procecuted.

i am not in the petrochem industry but I recall being informed by a Yank that is, and in Bangkok, that if targeted to blow (and they really were to blow up) that they could ignite each other. based on the post 9/11 stuff i thought we were led to believe avaiation fuel was highly flammable?

If not, fine. But I doubt this is the biggest load of c$ap you have read on THIS site in a long time....jeez, u ain't been reading much!
