The search procedure would show this a common query. (Both of them).

Orn's books is behind the Jed Yod temple. Popular tailor seems to be near the Wang Come Hotel.

I know you asked specifically for Chiang Rai, but Dasa Book Cafe have a large stock of used books and you can download their catalog online.

Make your choices, order by email/phone, make payment and get them to deliver by Post. Done this many times with no problems as I don't often get chance to go browse in person!
