I have asked questions of immigration in the past only to find that the information given was incorrect when I tried to rely on it. Sorry OP I also don't know the answer to your question but posts such as 'tombkk''s only serve to discourage others from providing helpful information for fear of being flamed. Thank you gmac for pointing out a rather stupid answer to my query. If could have asked immigration I would not have posted my query. I just don't happen to have thier telephone number. I've just been having a look at the info on the ThaiVisa site ( bottom of intro page) and there is info there that gives you details of where you can send 90 day reg via registered post.
