In Penang, they are not issuing another tourist visa if you have had more than 3 (or 2 with one extension) in the last 12 months.

Does anyone know if this applies to other embassies (like KL or Singapore)?

In Penang, I understood that you could get consecutive tourist visas if you didn't extend them, but that has changed now.

Has anyone been getting consecutive tourist visa's from Singapore or KL over the last year after extending them to the full 90 days?

I've had 4 tourist visa's in the last year & don't know what to do now.

I'm based in Phuket.

The only known consulate for refusing to issue a tourist visa, if there is a previous tourist extension of stay, is Penang. Any embassy/consulate can refuse to issue a visa if, in their opinion, the traveller is not a genuine applicant. Singapore can blow hot and cold and change visa issuance rules at short notice, but that said no recent reports of problems. Out of the two I would favour KL; some reports on the forum of new tourist visas being issued with several previous back to backs/extensions.

Or if planning to stay for the longer term, consider taking a trip to Perth to obtain multiple entry Non-O visa on the basis of visiting friends. Will need to take with signed copy of ID card/passport of Thai friend. 90 day border runs; do final border run just before visa expires for new 90 day entry stretching visa to 15 months.
