Your interpretation is correct, and it's basically just returning to the status quo. This is the same policy that was in place before the temporary increase to 60 days. Two entries per calendar year visa exempt at a land border, and no limit to entries by air. Do not confused "no limit" with unlimited though. Just because there's no limit written into regulation, does not mean you can live in Thailand on visa exempt. I expect them to continue as they have been, starting to question you if you've already entered visa exempt, gotten a 30 day extension, and then left and returned quickly. After ~120 days in Thailand within the last 12 months, I would no longer consider entering visa exempt if you don't want trouble. But people who are rotational workers in the region should not experience issues coming for a week every month, etc, as there is no limit to how many times they can enter.
