I do like to upload images to posts.

With the new forum software, I notice there is a message saying how much total image data I have uploaded, and what the global limit is.

Does this mean when the global limit is reached (in my case it surely will be reached over time) that the user is finished forever with having permission to upload more images?

If not, what.

It means that you will have to delete some of your uploaded content.
