Volunteer Pet Neutering In ...?

I remember reading articles in the newspaper about falang volunteers, probably in Phuket, but maybe also other places in Thailand, who came in on holiday and devoted a week or two helping out with neutering pets and other animals, particularly soi dogs.

But, not being much interested, I just browsed the articles and didn't make any notes. But a friend now (I'm vacationing for a bit in Canada.) has asked about it, and I'd like to pass along the necessary information.

If anyone has references or links that provide more info about the program, please either post here or PM me.
