PM Urges Police to Remain Vigilant After Red-Shirt Rally

The prime minister acknowledged efforts by the police to uphold peace and order during the rally this past weekend.

Prime Minister Abhisit Vejjajiva said National Police Chief Police General Wichean Potephosree reported to him about the security mission during the red-shirt rally on Sunday.

He acknowledged police efforts but stated that there is more hard work waiting for them ahead.

He added that the bill on public gatherings is currently being evaluated by the State Council and will be forwarded to Parliament soon.

Meanwhile, Deputy Prime Minister Sanan Kachornprasart went to the Bangkok Remand Prison to visit Nattawut Saikua, a red-shirt leader who is waiting to stand trial for terrorism.

He said after the visit that it was a personal visit to discuss the reconciliation plan with Nattawuit, not the amnesty law.

He added that Nattawut agreed with him about the reconciliation plan.

He also asked Nattawut to be the mediator in this matter. Sanan said he will discuss the results of the visit with the premier in due time.

Sanan also said he plans to talk with all key parties involved in the reconciliation process including the People's Alliance for Democracy and former PM Thaksin Shinawatra.

Meanwhile, Bhum Jai Thai spokesman, Supachai Jaisamut confirmed his party's plan to collect 50,000 signatures to support the amnesty law for innocent protesters between September 19, 2006 and May 31, 2010.

He reiterated that the law will not absolve the masterminds.

The legal arm of the party will present the bill at the meeting of the party for its approval before the bill is forwarded to the Chart Thai Pattana party, which supports the bill.

Suppachai acknowledged a difference of opinion regarding the bill between his party and the ruling Democrat party, but said the two parties can work together.

PM: Army Must Find Culprits for Missing RPGs

Prime Minister Abhisit Vejjajiva said the army must find the culprits behind the missing 30 RPGs that were taken from an arms depot in Lopburi province, adding that it was most likely an inside job.

Prime Minister Abhisit Vejjajiva said the army must find culprits responsible for the 30 RPGs that have gone missing from the arms depot in Lopburi province.

He added that it is impossible that the incident was the work of an outsider.

He added that the army must investigate this incident thoroughly and said that there are no indications as to whether the missing grenades are linked to the hard-line group that staged violent incidents.

However, he called for vigilance as RPGs were used in previous incidents.

Deputy Prime Minister in charge of national security, Suthep Thaugsuban said Army Chief General Anupong Paochinda reported the incident to him, adding that an investigation is being conducted.

Suthep said that it cannot yet be determined whether the incident is linked to the group that has been staging the recent violence.

National Police Chief Police General Wichean Potephosree said police are cooperating with the army to investigate this matter and security checkpoints will be set up in the wake of missing grenades.

FM Kasit rules out reports of Saudi embassy closing, suspended visa service for Thai Muslims

NEW YORK: -- Thailand's Minister of Foreign Affairs Kasit Piromya on Tuesday ruled out rumours on the possible closure of the Saudi embassy in Bangkok and a halt to visa services for Thai Muslim pilgrims who will travel to Mecca in making the Hajj.

Mr Kasit, attending the United Nations General Assembly in New York, was interviewed by Thai News Agency, He said he spoke with Saudi Charge d’ Affaires in Thailand Nabil Hussein Ashri by telephone.

The Saudi envoy totally denied the rumours, the foreign minister said, adding it may be a misunderstanding at the operational level. The charge d’affaires said there was no problem.

Mr Kasit said he thought the problem may have occurred due to politicians wishing to raise political issues all the time. He asked them not to link international relations issues to the internal political arena which could damage the country's reputation.

The rumour of possible closure of the Saudi embassy and stopping visas issuance came after Saudi Arabia expressed concern about the recent promotion of Pol Lt-Gen Somkid Boonthanom from Commissioner of Provincial Police of Region 5 to assistant national police chief due to his alleged involvement in the unsolved case of disappearance of Saudi businessman Mohammed al-Ruwaili in Bangkok 20 years ago.

The foreign minister said he ordered translation of the Article 95 of the 2004 Police Act into the Arabic language to submit this additional document to the Saudi authority for better understanding after it earlier handed in related document in English to the Saudi government and clarified the matter to the Saudi charge d’affaires.

The article stipulated that any police officer who is alleged of or charged with breaching severe discipline or committing a criminal act would be ordered to quit his post temporarily until the legal proceedings have been completed.

Deputy Prime Minister Suthep Thaungsuban who oversees the National Police Bureau earlier said that Lt-Gen Somkid was entitled to a promotion review just like other police officers, who have not been caught up in legal or disciplinary proceedings.

In the police investigation into missing businessman Mahammad al-Ruwaili, all charges against him were dropped and the subsequent disciplinary proceedings cleared his name.

Furthermore, Gen Somkid's records for criminal and disciplinary probes had been expunged, he said, explaining that the police service was obligated to not harbour prejudice on job assignments.

He said that although the Department of Special Investigation (DSI) cited fresh evidence to reopen the case, the litigation involving Lt-Gen Somkid had yet to unfold and it was not a factor to block his promotion. (MCOT online news)

Cabinet Sets Up Investigative Committee for Alleged Irregularities in Computer Procurement

Cabinet Gives Teachers Nationwide a Raise

Cabinet has resolved to increase the salaries of more than 400,000 teachers nationwide by eight percent, using a budget of over two billion Baht. Officials want to push through with the plan as soon as possible so the raises come into effect by April next year.

Govt Confirms Haj Visa Hitch

The deputy prime minister for security affairs has acknowledged that Thai Muslim Haj pilgrims have experienced difficulties in acquiring a visa to Saudi Arabia, with the Saudi Arabian embassy saying that the matter will be cleared up in several days.

Deputy Prime Minister Suthep Thaugsuban confirmed that a large number of Thai Muslims hoping to make the annual pilgrimage to Mecca in Saudi Arabia have experienced problems with acquiring a visa to the country.

He assured that the Foreign Ministry is handling the situation, including trying to appease Saudi Arabia over its dissatisfaction with the promotion of Police Lieutenant General Somkid Boonthanom, who is a suspect in the murder case of a missing Saudi businessman.

Foreign Minister Kasit Piromya affirmed that negotiations with Saudi Arabia will take place to clear up the matter.

Interim spokesman for the Foreign Ministry, Thani Thongpakdee, later relayed an explanation from the Saudi Arabian Embassy in Thailand, which stated it has not cancelled or restricted the issuance of a visa to Haj pilgrims.

The embassy said that the official responsible for the service is ill and will return to work in two to three days.

Both the embassy and Saudi charge d'affaires have denied the delay was ordered by their government in retaliation to the promotion of Somkid.

Hoping to settle the matter as soon as possible, the Foreign Ministry yesterday handed translated documents explaining Somkid's appointment to Saudi Arabia.

Chalerm to seek Thaksin's approval on campaign platforms

Pheu Thai MP Chalerm Yoobamrung on Tuesday said he would soon meet with ex-PM Thaksin Shinawatra to seek his approval for five campaign platforms at the next poll.

"Should Thaksin travel to the region, I will take a trip to meet and get his blessing for the Pheu Thai policies," he said.

The five platforms are:

- To bring back the suspended 1997 Constitution,

- To impose five-year debt moratorium for farmers owing less than Bt500,000 and loan refinance for those with higher debt but not exceeding Bt1 million.

- To carry on policies initiated by Thaksin.

- To grant amnesty for all political cases dating back to September 19, 2006 and to pardon the political convicts if Pheu Thai Party secures election victory with a simple majority.

- To promote Thaksin as the campaign's selling point.

Chalerm voiced confidence that Phue Thai could manage to form a single-party government.

Grand Slam Champion Rafael Nadal set foot in Bangkok

BANGKOK (NNT) -- Newly crowned US Open champion Rafael Nadal arrives in Thailand for the PTT Thailand Open 2010.

Nadal’s arrival at Suvarnabhumi Airport on Tuesday morning was accompanied by professional tennis player Marc López and seven of his mates, amid warm welcome by President of the Lawn Tennis Association of Thailand Suwat Liptapanlop, BEC-Tero Entertainment Pcl executives and a massive crowd of his fans.

Nadal is scheduled to attend a Welcome Cocktail Reception at InterContinental Hua Hin Resort on Tuesday night and will spend one week vacation in Hua Hin town in the seaside province of Prachuap Khiri Khan. He and his mates will also partake in a tree-planting activity organized by PTT Pcl at Kasetsart University Veterinary Hospital in Hua Hin on 28 September.

On 29 September at 13.00 hrs, Nadal is scheduled to meet Prime Minister Abhisit Vejjajiva at the Government House and will attend the official opening ceremony for the PTT Thailand Open 2010 at Impact Arena, Muang Thong Thani on the following day. The ceremony will be presided over by Thailand’s Prime Minister at 18.45 hrs, followed by Nadal’s first match on 19.00 hrs.

The PTT Thailand Open will be held at Impact Arena, Muang Thong Thani. The tournament begins 25 September and concludes on Sunday 3 October. Tickets are available at Thaiticketmajor outlets and www.thaiticketmajor.com.

Noted Architect Acquitted in Murder Plot Case

The Appeals Court has reversed a lower court's verdict and acquitted a well-known architect for masterminding an assassination attempt against a former Supreme Court president.

The South Bangkok District Court acquitted architect and entrepreneur Rangsan Torsuwan and three other suspects for attempted assassination of former Supreme Court president Pramarn Chansue.

The court's decision to acquit the suspects was due to the lack of substance in the statements by two prosecution witnesses.

The court also noted that Rangsan's motive in the murder as cited by prosecutors was unclear.

On July 16, 1993, South Bangkok District attorneys charged Somporn Dechanuphap, Nen Mahawilai, Apichit Angsutharangkul and Rangsan for conspiring to kill Pramarn.

The prosecutors alleged that Rangsan masterminded the assassination and hired the three accomplices to find a hitman to kill Pramarn.

However, two men they approached refused their offer.

Somporn and Nen previously confessed to the crime, but later retracted their confession once they appeared in court.

Apichit and Rangsan completely denied the charges.

It took more than 15 years for the lower court to reach a verdict due to the complexity of the case.
