I am a British national, stupid question, but does this apply to me? I have been in Thailand for around 3 years now.

No, this only applies to foreign nationals who have various categories of permission to stay and who then decide to remain out of the UK for a prolonged period.

As a UK Citizen you can come and go as you please.
