I take it we're to try to invent meanings for this Shout, by adding punctuation, and probably missing words as well, And an explanation.

Here's my first attempt.

Sorry. I did mean, people.

But he should have written:

Sorry. I did wrong, people. Or better still, Sorry, folks. I did wrong.

I hardly dare speculate what could demand such a public shouted apology, but perhaps we should just accept the apology as it stands, and let least said be soonest mended.
