There has never been any linkage between Consulates on such issues but Vientiane could easily, and independently, come to the same decision.

Very few such reports - mostly seem to have been for Philippine passport holders and African nationalities. But have seen a few reports for those with three or more tourist visas back-to-back also recently.

African's are banned from Vientiane/Laos since over a year.

Refusals covers all nationalities , Philipinos, Japanese and/or Westerners.

Recently the maximum is 3 Double Entries Tourist Visa in one Passport before they refuse you.

Have you ever been a politician or civil servant?. What a masterly reply that leaves us with an answer but also leaves us even more confused!

As with most such issues there are no hard and fast answers. Different people can have very different results. All we can safely provide is the trend - and that is subject to change at very short notice.

It may not be the brick and mortar/law and order method we come from but is a fact of life here. There are advantages to each system and the more flexible approach found here is not always wrong if you view it in a non confrontational manner and as a more personal approach to problem solving.
