Visa To Malta For A Thai. Where To Do It ?

Malta is in the EU, so you require a Schengen visa. However, the country that represents Malta for visa purposes is, I believe, Austria ( for some reason ! ). I suggest that you give the Austrian Embassy a call to confirm. If they say no, then, as an EU Embassy, they should be able to tell you who is representing Malta's interests here.
