Suthep hopes PM Abhisit will win next election

BANGKOK (NNT) -- Deputy Prime Minister Suthep Thaugsuban has expressed his confidence that Prime Minister Abhisit Vejjajiva will triumph in the next election, believing he has the largest support base.

As the next general election will expectedly be held early next year, Mr. Suthep is hopeful that Mr. Abhisit will be able to bring home victory and get a chance to serve his second term as the Prime Minister. On January 1 and 2, the premier is scheduled to announce his plans and policies for his third year in office and, on January 9, he will elaborate the various projects in concrete detail.

Commenting on the nick name “bullet-dodging government” given to the Abhisit administration by the media, Mr. Suthep said it was because the Democrat Party took the helm at the height of the political crisis. He admitted that the title reflected well how their performance has been, adding that there are always people who love the party and those who feel otherwise.

The Deputy Prime Minister also stressed that the Democrat Party has always had clear political agenda and that Prime Minister Abhisit still retains a great amount of support from Thai people. However, despite the party’s best efforts in solving political issues, it has been difficult to fulfill the people’s expectations.

Suthep asks all sides to respect court

BANGKOK (NNT) -- Deputy Prime Minister Suthep Thuangsuban has urged all parties concerned to respect the court’s decision dismissing the Department of Special Investigation (DSI)’s request that the bail for outspoken Jatuporn Prompan be revoked.

According to Deputy Premier Suthep Thuangsuban, a Democrat heavyweight, the DSI should respect the presiding judge’s decision turning down the department’s petition demanding that the court revoke the bail for the rabble-rousing MP and redshirt core leader Jatuporn Prompan; on grounds that the MP’s action was in breach of the court’s order. Despite differences in opinions from all sides, particularly from Jatuporn, who has been ordered by the court not to give interview to the press and to stay away from any gathering of more than five people, everyone should respect the judge’s judgment.

Whether Jatuporn makes any political movement or not, his action will not have any bearing on the government’s plan to hold a general election next year, said Mr. Suthep, adding that the government will not do anything to prevent the MP from censuring the government.

EC commissioners convicted over pay rises

By The Nation

The Criminal Court yesterday sentenced four former election commissioners to two years' suspended imprisonment for unlawfully giving themselves a pay rise in 2004.

The court ruled that the defendants - former Election Commission chairman Vasana Puemlarp, and ex-EC members Prinya Nakchudtree, Virachai Naewboonnien, and Charupat Ruangsuwan - were not empowered to award themselves a pay rise.

Between August and September of 2004, the four defendants who were then EC members endorsed a regulation to increase their remuneration by Bt20,000 a month, with retroactive effect from April 1 of that year.

The Election Commission Act authorises EC members to manage the agency's personnel and assets, as well as remuneration for the EC secretary-general, deputy secretary-general, and other personnel, the court said. "It is clear that the defendants had no authority to set their own remuneration. And the regulation they jointly issued was not legally proper."

Regarding the defendants' argument that their alleged offence was not valid as the regulation had not been announced in the Royal Gazette, the court ruled that the offence had been committed when the four ex-commissioners jointly signed off on the regulation. The court found that although the four defendants later returned the extra pay to the EC, the action was insufficient to rectify the committed offence.

The court found that the four defendants were guilty of malfeasance for giving themselves a pay rise and should be imprisoned for two years. However, the court commuted the penalty to a two-year suspended jail term, citing their good records.

Work on coastal erosion wins top award for researcher

By Jutharat Thipnampa

The Nation

A Chulalongkorn University researcher has been hailed for his work in developing a world-first model to save the Gulf of Thailand coastline from erosion.

Assoc Prof Thanawat Jarupongsakul, was among winners of the National Outstanding Researcher Award 2010. He received Bt500,000 in prize money for his invention of the "Khun Samutchine 49 A2" permeable breakwater.

National Research Council of Thailand secretary-general Sutthiporn Jitmittraparp announced the annual awards, which included 12 recipients of the National Outstanding Researcher Award 2010.

Assoc Prof Thanawat from CU's Faculty of Science, studied coastal erosion in Samut Prakan's Phra Samut Chedi district, and found the problem resulted from sea wind/waves, river sediment decrease, land subsidence and impact from coastal area development and construction.

His research resulted in a model to lessen wave impact and trap sediment, to reduce coastal erosion, and to regain land. The model was the world's first prototype for coastal erosion of muddy shorelines; solutions in the past focused on sandy shorelines.

Thanawat urged urgent measures such as regulation to control underground water usage to reduce land subsidence, construction of a wave-resisting dam, and mangrove reforestation to stabilise the Gulf of Thailand's upper coastal area.

The award in Physical Science and Mathematics went to Assoc Prof Dr Charoen Nakasan from Prince of Songkhla University's Faculty of Science and Technology for applied research to develop the rubber industry.

Other award-winning researchers were: Prof Dr Pisek Lumpikanon from Khon Kaen University's Faculty of Medicine; Dr Visith Thongboonkerd from Siriraj Hospital; Assoc Prof Dr Theerayuth Wilaiwan from Chulalongkorn University's Faculty of Science; Professor Dr Virapong Prachayasittikul from Mahidol University's Faculty of Medical Technology; and Prof Dr Anchalee Tassanakajon from Chulalongkorn University's Faculty of Science.

Awards in Engineering and Industry went to Professor Monai Krairerk from King Mongkut's Institute of Technology Ladkrabang's Faculty of Engineering; Prof Narongrit Sombatsompop from King Mongkut's University of Technology Thonburi's School of Energy, Environmental and Materials; and Assoc Prof Wannasilpa Peerapan from Chulalongkorn University's Faculty of Architecture.

Other award-winning researchers were: Prof Somkid Lertpaitoon from Thammasat University's Faculty of Law and Assoc Prof Kullada Kesboonchoo-Mead.

Each award-winning researcher will receive the National Outstanding Researcher Award 2010 medal, Bt500,000 in money prize and a certificate from the prime minister in his capacity as the council's president - in the Inventor's Day 2011 celebration from February 2-5 at Impact Muang Thong Thani.
