A friend is on his way to Laos to get a tourist visa.

I told him that he could maybe get a retirement visa.

He has the required monies in the bank and good pension.

Is there a US Consulate in Laos so he could get the letter he needs?

He can request a non immigrant O visa but not sure if they will issue or not. He should have bank account book showing money to help persuade them I suspect.

If not he can not obtain a non immigrant get the tourist visa and convert it at immigration inside Thailand and then obtain extension. An extra step involved but not a major problem.

If he currently has a tourist visa (not 30 day stay without visa) he could do this process at immigration now with no travel required.
