C an some one just clarify for me, when I get a I year visa is it effective from issue date or from date entering Thailand?

Valid to be used from date of issue.

And be aware the one year is the validity - not the permitted to stay time (unless O-A). Non immigrant visas allow up to 90 days stay per entry.
