We plan on going to the states in April, a couple of weeks before the Mrs. 10 year visa expires. I'm sure US immigration will be asking questions about the timing. So is it possible to apply for a new 10 year visa before the old one expires?

Might be possible but I never thought of that. Her visa is still good tho, so not necessary as long as she enters the U.S. before the DDD, the end of the 10-year validity. They'll still stamp her in for six months. Then she can apply for another visa when she's back here.

One scenario I can see where such might be necessary is that if you were planning a trip out of the U.S., say to Canada, for a couple weeks, then returning to the U.S. after the visa would have expired. In such a case would make sense to have a replacement in hand before going.

Another possibility on not having it lapse is what happens if due to family emergency we needed to travel back to the US before the new visa was issued after going through the hoops that are required these days. It would not be good to leave the mrs, behind because she is waiting on a new visa.
