I am interested in taking language classes while in Thailand. In order for me to obtain an "education" visa, is there a minimum number of hours per week that I must be in class? And if I am able to get the "education" visa, how long will it be good for? - and can it be extended?

Some schools require a minimum of 4 hours per week. The length of visa will depend on the length of your course, with the school giving you the paperwork every 90 days for immigration. If you take a 100 hour course the school may offer you a 6 month visa.

The minimum requirement is that you study 4 hours (onavarage) per wek at a school. It doesn't have to be Thai language.

The visa will give you an entry of 90 days, (in case you apply in Europe for the visa you could get a multiple ED-visa). After 90 days it must be extended at immigration for another 90 days for 1,900 baht with paperwork form your school. You repeat this process every 90 days as long as you continue to study.
