Normally a phone line is included in the apartment, but you need to pay for the bill (of course). If you want to have a land line in your own name, you need a work permit or sign up with a Thai name.

Mobile GSM phone card is more common these days, and requires no registration at all.

Electricity is included. No paper work. The land lord already have this facility, no need for you to sign up.

Nobody ask where you live, but the land lord must inform immigration within 48 hours that a new foreigner live on the premises, and have to do this every 90 days.

Name, nationality, passport number and TM card number "should" be reported by the land lord, but this law is "never" enforced.

The land lord normally don't look at your passport, maybe they want a copy of your first page. They normally have no iday about visas and permits.

TiT.
