Haven't stayed there, but a friend swears by the Residence Garden.

B3000 will get you just about anywhere, mid ranch guest house would be B800, search Agoda.You don't want to be to near WS, August suites is nice about B2000.

Are talking per night, per week or per month?

Stayed at the Inn House on Soi 13 recently. Friendly with guests, nice restaurant out front, quiet street, pool on the roof - about 1,200 baht and a great location between WS and Central Festival - very near beach. Still installing free WiFi while I was there. Plus they have an elevator (lift).

I normally stay at sandy spring hotel, opposite inn house. price around 13-1400 baht per day.
