OBEC furious as massage parlour opens near school

BANGKOK: -- The Office of the Basic Education Commission yesterday called for a review of a recent police decision to allow a massage parlour to open near a high school, despite opposition from teachers and parents over the move.

OBEC secretary-general Phornnipha Limpaphayom said the Elina massage parlour was allowed to open opposite the Triam-udom Suksa Phatthanakarn Ratchadaphisek campus, despite an Interior Ministry regulation that stated massage parlours must be located at least 500 metres from schools.

Phornnipha, who supervises all government high schools nationwide, said she did not want schoolchildren to be led by bad influences, adding that there were already many massage parlours operating in nearby areas.

Chat Thai party-list MP Chuwit Kamolvisit, who had campaigned against Elina (owned by TPTS Construction Co Ltd) being allowed to open in the location, said he would submit an urgent motion to the House committee on police affairs over the matter when Parliament convened on October 8.

Lt-General Thawatchai Julsukhon, a deputy police chief who heads the police panel that granted permission for the massage parlour to open, said the decision was based on the government’s zoning system, which favoured adult entertainment businesses operating in designated areas.

On Friday, the panel voted 7-0 in favour of TPTS Construction’s appeal against being banned from operating in the location.

Thawatchai said TPTS claimed it had lost Bt10 million a month since its first request to operate in the area was frozen by the panel after being submitted in June.

According to Thawatchai, the company has already invested Bt300 million in the massage parlour.

Despite admitting that Elina was located roughly 100 metres from the school, the deputy police chief said it could not be seen from the school and was located across the road from the school.

Countering Chuwit’s concern over the matter, Thawatchai said he wondered why Chuwit had failed to criticise the existence of another massage parlour located near Elina.

He denied any of the eight panel members had received money from TPTS.

I fail to understand the interpretation of the law. If the law says it must be 500 metres from a school, then how does "it can't be seen from the school apply"?

A measuring stick should be the judge and jury in this case, not someone's line of vision. Either that or change the law.

The talk is that Khun Prasert (the owner of the MP in question) paid 500,000 Baht in tea money per room ( x 162 rooms). An 81 million Baht bargain really considering that this size establishment can gross 800k to 1,, day. For the committee in question, an even better deal...11 million a piece for a couple of ink signatures. Not bad for a day's work all around.

Massage parlours aside.....then tell the parents of Thai children to stop teaching their children to Lie, cheat, be corrupt, that women are second to men. To start teaching honesty, equality, consideration for others, and simple things like wearing a bloody helmet when riding a motorcycle because it's safe and not just to avoid a 200 baht fine......the list could go on.

I don't see what the big deal is about. Thai children are bombarded with far worse influences on a daily basis.

Where did you get those figures ?

The bribe info is what "they" say. The revenue info is common knowledge for anyone who knows anyone who does the books for the many establishments of this type ...with far fewer rooms.

I agree. The head of my science department teaches the students that men are protons and women are electrons. I've seen T-shirts that read, "helmet laws suck". I think the streetwalkers in Nakohn Pathom should do their business somewhere other than right next to the gates of a nursery school.

THE OWNER OF 'ELINA' HAS INSISTED THAT HE WILL NOT CHANGE THE MASSAGE PARLOUR INTO ANOTHER KIND OF SERVICE VENUE

The owner of "Elina"(เอไลนา) massage parlour has reiterated that there will be no changing of the massage parlour into another type of service venue.

An earlier inspection by the minister attached to the prime minister's office revealed that Elina massage parlour was located only 100 meters from a school.

Mr. Prasert Sukkhee (ประเสริฐ สุขขี), Elina's owner, said an educational institute should not be compared with a massage parlour. He said if the government does not want service venues to be established then it could do so by cancelling the law on service venues. Mr. Prasert said the massage parlour will continue to undergo construction without changing into other kind of service venue.

Mr. Somkid Aemphat (สมคิด เอมพัฒน์), the legal advisor for Elina, said the permit received by Elina had legal correctness in all aspects. He pointed out that the legal process has already been completed, and an act to file for removal of the permit and halt the venue's opening was considered to be an infringement of the rights of a private firm. He said there will be an explanation letter sent to the prime minister today.

That's right... and he paid darn good money for those signatures according to Heng... :D It's only fair that he gets a nice return on his "investment"...

He pointed out that the legal process has already been completed, and an act to file for removal of the permit and halt the venue's opening was considered to be an infringement of the rights of a private firm.

"...and we'll take our right to pursue ownership of a "service venue" within a school zone to the Supreme Court if need be"

He said there will be an explanation letter sent to the prime minister today.
