1 year Non O are not available in Singapore, they will only issue a 3 month, expecting you to extend in Thailand, as you have all the required documents, the 3 month will be ok, just extend in Thailand, and get a multiple re-entry permit, so it will be the same as a 1 year multi.

Yes you can, on any visa, depending on the immigration officer, as long as you have all the required documents, I'm pretty sure there is an immigration office in Chonburi, sorry don't know where though.

Has your 400,000 been in the bank for 3 months in Thailand? or do you have a yearly income equal or exceeding that from your home country?

You might need to go the ampur office and get a new copy of the Marriage certificate, to show you are still married, and if going to immigration I would take your wife.

I suspect they will issue to Singapore citizens and residents but generally Singapore does not like to issue multi entry visas.

To extend inside Thailand you get paperwork and wife together with proof of 400k in your account for two months and visit Jomtien Immigration office with TM.7 and 4x6cm photo taken within 6 months and 1,900 baht to pay for the extension of stay. In general you will need wife ID care/home register, marriage certificate and ledger entry of marriage and your passport/departure card and photos in/outside of home and copies of all.

Look at post #6, Lopburi already explained that you would be applying at Jomtien for a one year "Extension of Stay" based on marriage. Money requirements are 400K in the bank or 40,000 Baht per month income.

My wife and I are U.S. citizens over agef 50 we went to Singapore to apply for a one year type O visa as volunteers. I am a missionary/pastor and my wife is a missionary/English teacher. I also volunteer with the Tourist Police all positions are voluntary we went with a letter from our mission board which is YWAM and with bank statements showing monthly income. The lady didn't even look, she said type 0 or type O-A visas are only given to Singaporeans or permanent residents of Singapore. So we just got a 60 day tourist visa. Where before we have successfully obtained the type O from Perth Australia twice and once from Kuala Lumpur. She said we will need to go to the USA, thankfully we had already planned a six week trip there in April.

Singapore is not a good choice in the area. Vientiane or as you found KL would likely not have a problem providing. If actively working with monthly income you should also have had work permits to show.
