In the USA, if you want your child to have their own seat, and they are an infant (under 2 yo) you must carry-on a car seat with certain specifications.

I am wondering if anyone knows if this is the case with Thai Air, BKK-LAX? We are planning on flying Premium Economy.

(I asked the travel agent but I've learned that you don't trust anything those people say.)

Like practically EVERYTHING Thai what one person says will not be true for all, it depends who you speak to on the day and what mood they are in as to what applies and what doesnt ........That's just the way it is in Thailand..........

Taken from the Thai Airways website:

• For safety reasons, only infants 6 months old or less will be entitled a bassinet. When making a reservation, a “baby bassinet” may be requested, at least 48 hours before flight departure.

Infant car seat

• If you wish to bring your own car seat into the cabin, a child fare will be charged. The car seat must be designed to carry an infant and placed securely in the passenger seat.
