Royal rainmaking fleet takes off to ease drought

BANGKOK (NNT) -- The Royal Thai Air Force has dispatched aircraft to perform rainmaking operations in drought-affected provinces across the country.

Air Force Commander-in-Chief Air Chief Marshal Ittiporn Suppawong presided over the ceremony to release aircraft of the royal rainmaking unit at Squadron 601, Wing 6, Don Muang Air Force Base. In cooperation with the Bureau of Royal Rainmaking and Agricultural Aviation, Ministry of Agriculture and Cooperatives, the fleet will conduct cloud seeding operations in provinces with severe dry conditions in a bid to alleviate the residents’ suffering.

Twelve planes are to be used for making artificial rain throughout this year and are expected to be able to operate 933 flights as targeted. Prior to their takeoff, the Air Force needs to coordinate with the Bureau of Royal Rainmaking and Agricultural Aviation in terms of weather conditions and readiness of each area.

Thus far, rainmaking operations across the kingdom have been satisfactory as local residents and agriculturalists have been relieved from their drought burden and water levels in reservoirs have risen.

Air Force Chief Unfazed by Censure Debate

The air force chief advises the public to carefully consider the Opposition's information it will present at the upcoming censure debate in which the military's crackdown on last year's red-shirt protests is among the major issues.

Commander of the Royal Thai Air Force, Air Chief Marshal Itthaporn Supawong, said he is not worried about the no-confidence debate that the military could be implicated for its operations to disperse the red-shirt rally last year.

Itthaporn stated soldiers were requested to help escort firefighters working in areas where arson attacks took place.

He said the general public should focus on the facts of the censure debate rather than the speaking style of MPs taking the House floor.

He also urged the public to exercise judgment on various matters and information raised during the debate.

The air force chief said the military operations can be examined via the judicial process which is reliable and added that the accusations against soldiers are not fair.

He said military officers try to refrain from airing their political opinions while political problems should be resolved by political means.

He stated legislators should not use their parliamentary rights to evade any legal responsibility for their speeches against others during the House meeting.

Reds gearing up to sway poll results

The red-shirt movement will gear up to expand mass support in order to sway the outcome of the upcoming elections, the group's leader Natthawut Saikua said yesterday.

"The red shirts will set up their network designed for the elections," he said, hinting at the Pheu Thai Party building up a mass movement for support.

Natthawut said Saturday's rally at the Democracy Monument would be peaceful, adding that he would participate and make speeches regardless of his bail conditions. He said he only wanted to air his political views and not incite any disturbance.

He also said that he was in touch with fugitive leaders such as Arisman Pongruangrong and Suporn Atthawong, who he said were getting ready to surrender.

A year in jail for attempted robbery

A Colombian man was given a one-year jail term yesterday for his role in an attempt to steal a Bt3.2-million platinum necklace in Bangkok's Phra Khanong district last June.

The Ratchadaphisek Criminal Court found Victor Cortez, 27, guilty of attempted robbery. He was initially sentenced to two years in prison but the term was halved because he made a useful confession.

Cortez - along with compatriot Miguel Antonio Cordoba Rodiguez, 46, who was previously sentenced to a year in jail for the same attempted robbery, and another person who remains at large - tried to snatch the necklace, but shop owner managed to grab it back before the three fled. Cortez and Rodiguez were arrested last July.

Smart cards on their way finally

The long-awaited microchip-embedded identification cards are ready, and the Interior Ministry is sending the first lot of 300,000 cards to 200 registration offices in remote areas.

It is expected that about 4 million holders of the temporary yellow cards, should get their smart card by May, the ministry's registration division director, Pipop Damthongsook, said yesterday. The Information and Communications Technology Ministry sent the first lot of 300,000 cards to the Interior Ministry for distribution and the ministry passed them on to its 200 offices, whose work on issuing ID cards should begin this week, he said.

Also this week, the ICT Ministry is scheduled to send out another lot of 700,000 smart cards, and household registration offices nationwide should get these cards in two weeks, Pipop said.

"We're producing 80,000 smart cards a day," he said.

Officials have been told to issue smart cards to holders of yellow cards first, while advising those whose ID cards have expired to wait, as the law allows a 60-day delay for renewal. This would allow those carrying yellow cards - many of whom have been waiting for two years - to get theirs first.

Doctor suspected in surrogate mother scam

A female doctor is suspected of having had a role in an unlawful scam involving surrogate mothers, and will be investigated by a disciplinary panel, Medical Council chairman Dr Amnart Kusalanant said yesterday.

Also, officials believe a second doctor could have been involved and the council will decide tomorrow whether this separate allegation has grounds, he said.

Two "medical institutes" also face investigation, he said. When asked whether they were large-scale hospitals, he replied: "They are both small and large, but I would like to stress that neither has been found guilty. We need to verify the facts."

Two Vietnamese women identified as surrogate mothers are likely to give birth in Thailand, because they are 36 weeks into their pregnancy. They will be sent back home after that.

Amnart also called on the couple who impregnated the two women to come forward and claim the children.

On February 23, police raided a home and arrested four Taiwanese nationals, and rescued 15 Vietnamese women. Two of the women have each given birth to a baby boy.

Police do not believe the women willingly underwent in vitro fertilisation and are working on a case of human trafficking.

PM's home off-limits to protesters

Streets around Prime Minister Abhisit Vejjajiva's Sukhumvit home were yesterday made off-limits to unauthorised personnel under the Internal Security Act.

The Centre for the Administration of Peace and Order issued the access ban for Sukhumvit Sois 31, 33 and 39 to deter the Thai Patriots Network, which is protesting against the Thai-Cambodian border policy at the PM's family residence after its rally site at Government House was dismantled.

14-month-old latest victim of insurgency in the South

A 14-month-old girl has succumbed to trauma from a gunshot wound during a gunfire attack in Pattani on Monday by insurgents targeting her grandfather, who has also died.

Bunthisa Malayanont died on Monday evening after two-hour surgery to repair bullet wounds to her left shoulder and lung. She died in the arms of her parents after being taken out of intensive care.

Suphol Klomphol, 62, a retired policeman, was driving a car with Bunthisa in Paanreh district when two men on a motorycycle fired several shots at him, killing him instantly.

Lertkiat Wongphothiphan, the deputy provincial governor, expressed his condolences over the deaths and called on residents, especially local Buddhists, to exercise restraint and tolerance. "The insurgents want to create a rift between people believing in different religions. If violence or anger is vented, their objective will be met."

Police said Masolahhuddin Hayee-daoh, 25, a local commander of a Runda Kumpulan Kecil (RKK) cell, was a possible suspect in the murders. He is based in tambon Ban Klang and is wanted for several crimes.

The National Security Council is insisting on a policy focused on reconciliation and pardon rather than military action, despite growing violence on government targets and Buddhists.

A total of 14 motorcycles have been stolen in Narathiwat's Sungai Kolok district in the past two months, said local police, warning of possible motorcycle bomb attacks in coming months.

In Yala, a village head in Bannang Sata district was shot dead while on his way to tap rubber trees, by two men on a motorcycle. Mahamah Puteh was in charge of local security operations in his village and police believe his murder was insurgency-related.

Dinner a good omen for Democrats: Witthaya

The turnout at the Demoract Party's fund-raising dinner on Tuesday's night was an indication about pending victory for another term to lead the next government, coalition chief whip Witthaya Kaewparadai said on Wednesday.

"All 210 dinner tables were sold out at Bt2 million per table," he said.

Witthaya said the campaign contributors were enthusiastic and that many had made additional contributions on top of what they paid for dinner.

Pending checks, he was uncertain, however, whether the campaign funds raised would have reached Bt700 million last night.
