Get it officially translated to Thai and verified at the MFA Office in Bangkok. He can then register the marriage at an amphur. The actual registration does not cost a lot. Don't forget to ask for a copy of the entry into the marriage register (khor rhor 2), next to the official wedding certificate. It is needed for an extension of stay based on marriage.
