The question pertains exclusively to a Cambodian female marrying a Thai man.

Neither one are aware of what is needed to legalize their status.

They prefer a civil marriage as their religions are different.

She is legally in the country; therefore, the visa is not an issue. They are both in Thailand.

I am trying to help them out because they seem to be about to fall in the hands of attorneys with very questionable intentions.

Only what is necessary for them to marry (in a do it yourself fashion) is the specific question.

Did they contact the Cambodian embassy? They should be able to issue a document called "certificate of capacity to contract marriage", which a foreigner needs to marry in Thailand.

She needs an Affirmation to Marry document from her embassy.

This needs to be translated into Thai and verified by Ministry of Foreign Affairs in Bangkok.

They can then go to any amphur and register the marriage.

If anyone knows anything different please chip in. :)

Only a marriage at the amphur is a legal marriage, and as such recognized by the Thai overnment and immigration.

They have to do as Lite Beer said. The translation is made by an agency, they can also arrange for the document to be legalized by the MFA in Bangkok. Note that the legalization costs 800 baht.

The can get married after they have the documents from the MFA at any amphur. Make sure they ask for a copy of the entry int the wedding register, next to the marriage certificates. Also they might want to keep a copy of the Affirmation to Marry document from her embassy. Some immirgaiton offices ask for that.

As a foreign woman married to a Thai national it is easy to get an extension of stay, in the sense that she doesn't need to show any income.

Note that although you need the affirmation to marry certified by the ministry in Bangkok you do not actually have to go there yourself (eg if you live a long way from Bangkok). A good translation service will be able to get this done for you as well (you basically sign a paper giving them power of attorney to do it on your behalf by their agent in Bangkok).

They certainly will appreciate your guidance in this matter. They both are hard working, caring and all around good people. I could not stand by idly and see this shyster (who calls himself a lawyer) to rip them off of nearly 100,000 THB.

The sad part is that this ambulance chaser has several amulets hanging from his neck.

Apparently the teachings of Theravada Buddhism have not made it all the way through his heart.

Does anyone have any updated information about a foreign woman marrying a Thai man and what are the differences between a foreign woman marrying a Thai man and a foreign man marrying a Thai woman?

No difference - stat document from your Embassy and being of age is the only requirement. For immigration extensions of stay financials would not be required of a woman but other than that everything is the same.
