heavy rain and flash flood warnings

I arrived here in Bangkok this morning from Non Khai. I have not experienced nor seen any flood except that it rains during the afternoon/evenings.

Thanks, guys!

I type 'Nong Khai weather' into Google's search box, and then choose the forecast I like best. Google is usually most accurate, but the Thai Meteorological Department has some good ones.

Looking out the window here in Nong Khai, I note that it rained this morning for about an hour, not especially hard, but it is now dry. Just back from downtown. no sign of moisture. However, past performance is no guarantee of future results.

Coming by train, of course, you have to pass through a goodly chunk of Isaan, so chances are there will be flooding SOMEWHERE. The railroad keeps an eye on just such things, however, so I wouldn't worry.

I would say, on the whole, it's safer than crawling across Sukhumvit Rd. on your hands and knees...

Welcome to Thailand.
