When I come back into Thailand do the next 60 days start from the day I re enter Thailand or have I "wasted 14 days of my visa traveling in another country?

You have to make the second entry before the visa expiration, or use by date, the 60 days begin upon entry.

A double entry tourist visa is good for 2 trips to Thailand, with a stay of 60 days per entry. Each entry can be extended by another 30 days.

Leaving Thailand for 14 days does not mean that you will lose 14 days on your next entry. However, as has been said, you have to look carefully at your visa itself, that you got from the consulate or embassy. it has a validity date and says something like this visa must be utilized before **-**-****. The date is either 3 months or 6 months from the day you got the visa. Both entries must be made before that day, or you can no longer use the visa.

The 3 months expiration date on a double entry visa is a weird routine, since it means that the visa will expire for the second entry more or lessthe same day as you have to leave the country. Looks tailor made for visa runners if you ask me, and not very useable for tourists, who tend to travel around a bit between entries. I missed out on this one myself a couple of months ago, and since I came over a land border, I got 2 weeks instead of 2 months. A good excuse to do some more travelling though :)

Most embassies and consulate issue a validity of 6 months, only a few give only 3 months for a double entry.
