KamnanT
Probably harder. The privilege granted under the Investment Promotion Act is "Permission to bring into the Kingdom skilled workers and experts to work in investment promoted activities." While promoted companies don't have to meet the normal financial and Thai-foreign employee ratio requirements that apply to other firms seeking work permits and annual extensions of stay, they do have to demonstrate that the person in question is a skilled worker or a subject matter expert before the BOI will issue an approval letter. It's the approval letter that essentially "compels" the Labour Department to issue a work permit and the Immigration Bureau to issue an annual extension of stay. The bar set by the BOI is quite high - an investment promotion certificate is not a license to bring in unlimited foreign staff.
